Academy pushes blue eyed through backdoor; fourth class employees running studios

Jammu | AUG 7: As passouts from the Institute of Music and Fine Arts continue to struggle for a job to make a two square meal possible, the Academy of Arts, Culture and Languages has pushed through backdoor some blue eyed persons to run the show even from the junior positions.

There are many youth who have graduates and post graduates degrees in Music and Fine Arts and some of them are getting overage are still unemployed but Academy of Art, Culture and Languages inspite of giving them jobs, appointed their blue eyed persons on those posts who are not capable for these jobs. Secretary of Academy Rafiq Masoodi had appointed five persons as class fourth employee on November 2006 without any vacancies and advertisement. These five persons including two females are appointed as class fourth employees in culture centre, Jammu and adjusted against technical posts in much higher scales and these all are kith and kin of Cultural Academy employees as sources said.

According to sources, Jammu and Kashmir Academy of Art, Culture and languages, Jammu appointed five persons including two females in the pay scale of 2550-3200 vide order No. 69/2006 dated 17 Nov. 2006 as class fourth employees on contractual basis duly signature by Secretary Dr. Rafeeq Masoodi and endorsed by the Deputy Secretary of Academy Haroon Rashid. How they are doing favours to their blue eyed persons that these class fourth employees appointed as contractual basis adjusted on technical posts as Studio Assistants and Studio Supervisors on the pay scale of 6700-10070. Sources said that on these posts minimum qualification Graduate in Fine Arts i.e. BFA is required. But Secretary of Art, Culture and Languages to keep his well-wishers happy appointed these persons on back door entry.

Sources said that Secretary adjusted these persons as studio assistants and studio supervisor in cultural centre but studios are not functioning yet. Sources told that there are three studios in cultural centre i.e. Painting, Sculptures and Graphics studio but none of them start functioning yet. Then why secretary, Academy of Art , Culture and Languages appoints these persons on that post is a million dollar question.

When contacted the secretary Culture Academy, Rafiq Massodi said, Academy has not made any appointment on such posts. We had appointed these class fourth employees on the posts only to keep open the studios. He told that he did not make single appointment and assured that only qualified persons who have qualification of graduate or master degree in Fine Arts will be appointed on these posts. He also assured that these appointments will be made as soon as possible.
