Addressing media persons here today Prof Singh said non-implementation of Supreme Court judgment for treating the Jammu migrants at par with those of the Kashmiri migrants' tentamounts contempt of Court. He said that the migrants have not been paid any kind of cash relief since March 2004 thus leaving them at the mercy of Almighty.
