Devoid of managerial honesty, real progress is a mirage: Azad
‘JK emerging seat of scientific knowledge’

Underscoring the need for catapulting scientific and technological temperament in Jammu and Kashmir to keep pace with global advancement in modern sciences, Chief Minister Mr. Ghulam Nabi Azad said that the state has to be made hub of advanced learning and knowledge.
Inaugurating the first phase of modernized Government College of Engineering and Technology at Chack Bhalwal near here Saturday, Chief Minister stressed for making the college functional by September next.
He said that edifice for modern, higher technical and professional education has already been laid in the state by opening up various universities and colleges, adding the day is not far away when this area would be the seat of scientific knowledge in the sub-continent and the excellence and talent of our youth would get further excelled and their impact would be worldwide. “There will be a day when our boys and girls would be dominating the field of science and technology globally and holding key positions at international level”, he expressed the hope.
Mr. Azad while laying stress for simultaneous imparting of moral education, said that “it is the high grade moral character and mental maturity that gilts the knowledge and earns repute to the individual and the place he is from”.
Minister for Transport Mr. Mangat Ram Sharma, Minister of State for R&B Mr. Gulchain Singh Charak, Mayor JMC Ch. Manmohan Singh, legislators Mr. Ashok Sharma, Mrs. Farida Mir, Mr. Mula Ram, Mr. Yogesh Sawhney and Ch. Gharu Ram, Principal Secretary Higher Education Mr. Ashok Angurana, Divisional Commissioner Jammu Mr. Pramod Jain, other senior officers, prominent citizens and a large number of people were present on the occasion.
Chief Minister directed that the college should function from 1st September this year and buildings constructed should not remain idle, adding that during his next visit to the campus in September he wants to see classes with students and not empty.
The first phase of Rs. 92 crore engineering college complex has been completed at a cost of Rs. 20 crore on the behest of Chief Minister by taking to double-shift working system. Mr. Azad soon after taking over and reviewing the position of the college had fixed eight months’ period for completion of first phase which has been accomplished within the scheduled time.
Chief Minister while referring to the completion of first phase of the college in a stipulated time frame, said that the construction of phase second and phase third should be completed within next two to three years instead of ten years time frame fixed. He said this objective could be achieved by going in for triple-shift of work and putting in dedicated service.
He said Jammu and Kashmir requires highly qualified and trained engineers to build durable public-utility infrastructure at divisional, district, tehsil and block levels. This college, he said, would help to cultivate such high quality engineers as would fill the vacancies and render meritorious service to the state. He said with the coming up of this college we have saved Rs. 300 crore fee which students from Jammu and Kashmir would have otherwise paid to the colleges outside the state.
Mr. Azad said modern streams of computer sciences and electronics introduced in the college would provide ample job opportunities to our youth in private marketa not only in India but outside the country.
Mr. Azad said India has been globally recognized as emerging human resource force so far as computer software and electronics are concerned. He said no less than ex-President of America Mr. Bill Clinton showed keen interest in the computer science development in India and visited Karnataka to interact with software engineers of repute. He hoped that the youth of 21st century of our country would emerge as shining stars in scientific and technical skill and moral character.
Laying stress on character building, Chief Minister said that positive and healthy development always require honest managers and unless society and administration are having these in abundance real development and poverty alleviation will be a mirage.
He said that he wants such highly charactered and honest officials who could categorically refuse to do any wrong even if it has been recommended by the highest political boss.
Chief Minister said it is height of things that he observed soon after taking over that works to the tune of Rs. 1800 crore had been launched without government sanction and administrative approval, saying that this business has no place now in the functioning of government and ‘influenceism’ has been said good bye. He said that he has given strict directions that no work should be started without government sanction and administrative approval so that every work identified would get ample funding and adhocism of allotting funds haphazardly to the schemes is done away with and works get completed within a fixed time frame. He said, he has also directed for giving administrative approval and financial concurrence to the schemes within ten days of its sanctioning.
Chief Minister said that the drive he has launched against corruption would be intensified, however, dedicated and honest officials be given awards, adding that Chief Minister’s 22 carat gold medal and cash prize of rupees one lakh and out-of-turn promotions would be given to the honest, outstanding and performing officials, on Independence Day.
He lauded the cooperation of media and public they rendered to him in his drive against corruption and introduction of new work culture with transparent management of affairs.
Transport Minister Mr. Mangat Ram Sharma said that equal development has been assured to all the three regions of the state. He said development scenario under the leadership of Mr. Azad has been given a realistic meaning and with the initiation of double and triple system of working tremendous results are being registered every where.
Mr. Sharma said steps have also been taken for the first time to accommodate the aspirations of the people of all the three regions in distribution of resources and launching development works.
Minister of State for R&B Mr. Gulchain Singh Charak also addressed the gathering and said that the government is making tireless efforts to provide all basic facilities to the people.
Mr. Charak said that state is fortunate enough to have a dynamic, honest, upright and brilliant young Chief Minister in Mr. Azad who personally monitors every scheme to see that benefit accrues to the people and funds expended yield the results on ground. He said innovative ideas of going in for double and triple shifts for infrastructure building would revolutionize the construction and development scenario in the state.
He said Mr. Azad’s steps to provide corruption-free administration and good-governance have started giving positive results. He said the development wave created by Mr. Azad in the state is traveling towards every nook and corner.
MLA Mr. Mula Ram also addressed the gathering.
