Coolant cools SSP, falls in VO net

Jammu, Aug 13: A Senior Superintendent of the Jammu and Kashmir Police, posted at the Police Motor Transport Workshop, has fallen into Vigilance net for purchasing vehicle coolants at exorbitant rates.

According to a spokesman, the State Vigilance Organization has unearthed a scam in Police Transport Workshop Srinagar, , and arrested Senior Superintendent of Police Iqbal Afroz Malik, and a supplier for causing a loss of over Rs. 3.18 lacs to state exchequer

It is learnt that the SSP under a criminal conspiracy to confer pecuniary benefits on himself and the supplier purchased vehicle Coolant (RTU) on highly exorbitant rates.

On receipt of an input, SVO conducted a verification which revealed that during July-August of 2006, Iqbal Afroz Malik, Senior Superintendent of Police and Incharge Police Transport Workshop Srinagar in furtherance of a criminal conspiracy with the proprietor of a local firm M/s Brand View Traders, New Secretariat Road, Srinagar

has purchased 1751 litres coolant faster (RTU), used in automobiles, on highly exorbitant rates of Rs. 220/- per ltr.

The investigations revealed that the purchases were made without following any codal requirements such as invitation of competitive bids and assessment of reasonability of rates .

Verification conducted by the SVO from the Principals of the product, M/s Operween Lubricant Promoters Pvt. Ltd., Jaipur, Rajsthan reveled that the said coolant was being sold by the manufacturers at the rate of Rs. 38/- per ltr. including VAT and freight charges.

The SSP workshop Srinagar in this way by misusing his official position and for pecuniary benefits conferred undue benefits upon himself and the supplier firm thereby causing loss to the state exchequer worth over Rs. 3.18 lacs.

Prima facie offences, punishable under 5(2) P.C. Act r/w 120-B RPC was established in the course of the verification.

Meanwhile, a forest official fell in vigilance net after its sleuths caught him red handed while accepting bribe of Rupes five hundred from another employee of his department for processing the latter's transfer case.

Reports said one Shafiq Ahmad Shah, Senior Assistant, in the office of Divisional Forest Officer, Demarcation Division, Srinagar was caught after it laid a successful trap on recipe of a complaint against the official.

They said Fayaz Ahmad Hamdani, Forest Guard, posted in DFO, Demarcation Division, Srinagar, lodged a written report with Kashmir Vigilance alleging that the accused was demanding Rs 500/- as illegal gratification for processing his transfer file.

The V O after registering a Case FIR No 47/2007 in Police Station Vigilance Organisation Kashmir laid a successful trap in the Sheikhbagh Forest Complex and arrested accused Shafiq Ahmad Shah, while accepting bribe of Rs 500/- from the complainant in the presence of independent witnesses.
