| NON-PERFORMERS BEING SIDELINED | | Govt to make panel of efficient officers for key positions | | Jammu, Aug 16: Taking serious note of the inordinate delay in preparation of project reports for various ambitious infrastructure development schemes, Chief Minister Ghulam Nabi Azad has sought a record sheet of the officers to choose among them for handling important positions and projects. When asked, a senior officer told EARLY TIMES that the executive record sheet will help identify the right kind of stuff for the important positions in administration and also in handling the key projects. After keenly monitoring the past performance of the officers the government will make a panel of them so that out this lot postings can be made on the key positions, said the officer. It is learnt that need of the executive record sheet arrives when Chief Minister got annoyed over delay in formulation of project reports. The Chief Minister seriously viewed delay in submitting DPRs to Government of India for sanction and release of funds. He said the concerned officers would have to explain the delay. Meanwhile, National Buildings Construction Corporation (NBCC) has been tasked with the preparation of DPRs and implementation of the projects. Taking note of delay in preparation of detailed project reports for multi-crore schemes of infrastructure development in Srinagar and Jammu cities, Azad underscored the need to ensure that before an officer is posted on a particular position his or her aptitude should be taken into consideration. He said it would help in posting officers on right positions and result in greater efficiency and timely completion of work. After preparation of the executive record sheet, panels of officers would be formulated to make posting on different positions, Azad said. The Chief Minister also called for allowing officers especially in infrastructure related sectors a fixed tenure to implement the conceived projects and allow continuity in the execution of work. He said frequent transfers, which adversely affect the implementation of a scheme, should be avoided. Meanwhile, Azad reviewing implementation of various centrally funded infrastructure schemes for Srinagar and Jammu cities under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) here today. The two capital cities of the State have been declared as Mission Cities under JNNURM. As many as Rs. 8326 crore would be spent on up-gradation of sewerage drainage, sanitation, water supply and internal roads in the two cities. Of this, Rs. 4206.28 crores would be spent on execution of projects in Srinagar City and Rs. 4120.25 crores in Jammu City. The JNNURM was conceived and started by Azad when he was Union Urban Development Minister. In all, 63 cities of the country have been declared as Mission Cities for up-gradation of infrastructure facilities. Jammu & Kashmir is the only state where both the major cities, Srinagar and Jammu, have been included in the Mission. Again, with the intervention of Azad, J&K receives 90 % central funds under JNNURM while as other states get only 50 %. The Chief Minister asked the officers to pull up their socks and get going as the working season in Kashmir is effectively now left only of three months before the onset of winter. He said committees would be constituted under two divisional commissioners to monitor on fortnightly basis the implementation of JNNURM projects in both the cities. He said an effective mechanism needs to be put in place to ensure timely completion of works. He said tender documents should also be prepared side by side with the DPRs so that works are started immediately after receiving funds without losing time.
