Rs 961 crore needed to complete Jammu border area works

Jammu, Aug 16: DDC Jammu Mr. Hridesh Kumar Singh today convened a high level meeting to discuss the revised Annual Action Plan under Border Area Development Programme (BADP) for the year 2007-08 here today.
During the meeting it was said that the Border Area Development Programme (BADP) was started during the seventh plan with the twin objective of balanced development of sensitive border areas through adequate provision of infrastructure facilities and promotion of a sense of security amongst local population.
The programme covers seventeen states in India including Jammu and Kashmir. The main objective of the programme will be to meet the special developmental needs of the people living in the remote and inaccessible areas situated near the border.
Speaking on the occasion, the DDC informed that Rs. 961.66 lakhs are required for completion of ongoing works under BADP in Jammu district. However only Rs 89.75 lakh projects have been proposed in the revised plan for completion of ongoing works. On the other hand, Rs. 363.25 lakhs have been proposed for new works. It was decided that no new schemes shall be undertaken or proposed unless and until ongoing schemes are completed. In the blocks where ongoing schemes are completed, new schemes will be proposed only after taking into account the views of local representatives, including elected MLAs, MLCs of the area.
Referring to smaller projects upto Rs. 15 lakhs the DDC informed that time frame for completing smaller projects is one year. No phasing out of funding over the years should be allowed for small projects. Projects costing more than Rs. 15 lakhs have to be completed in two years.
The meeting decided that schemes under BADP should be designed to take care of the special problems faced by the people in the border particularly in the remote and rural areas along IB/LOC. It was stressed that upto 15 percent of the total allocation should be utilized for maintenance of assets already created under the programme.
During the meeting various MLAs highlighted the problems faced by them in the implementation of various BADP schemes in their respective constituencies. They decided that the guidelines of nature of work will not be changed during the implementation of schemes. MLA R. S. Pura and MLA Suchetgarh demanded separate grants for balanced development of their areas.
At present schemes under BADP are being implemented in R.S. Pura, Bishnah, Satwari, Marh, Akhnoor in Jammu district. Some schemes have also been proposed for non-border areas like Ban Sultan, Simbal Camp, Makhanpur Gujran, Manka, Jinder etc.
