WITHOUT PROFESSORS IT’S A COLLEGE WITH A DIFFERENCE
8/12/2006 10:08:29 PM
Jammu,August 12
Out of sanctioned strength of 25 professors there is not a single professor on roll in the Government college of Engineering and Technology whose new campus was inaugurated by Chief Minister,Mr Ghulam Nabi Azad, here today.
According to a well printed pamphlets, circulated soon after the inauguration function was over, out of 24 sanctioned strength of Assistant professors there are only four on the roll and out of 33 posts of lecturers there are 25.
This is the tale of an engineering college with difference.
After the retirement of its principal, who too was on deputation from its parent institution National Institute of Technology,on July 31,2006 his seat stands occupied by a senior most faculty member of the rank of Assistant professor and that too on the verbal orders of Principal Secretary higher education.
At the time of his retirement Principal Prof. R.S.Sharma faced a problem because one senior most professor, a migrant from REC Srinagar, refused to take the charge without any specific Government order.
Again the GCET of Jammu is an institute with a difference because its faculty members have been sidelined as far as career promotions are concerned. There are a number of lecturers in the college who have remained on the same post for the last over 10 years while their counterparts in Jammu University and other degree colleges have progressed well.On th sidelines of the inaugural function these teachers submitted a memorandum to the Chief Minister seeking his intervention in strengthening the faculty. The faculty stated in their memorandum addressed to the chief minister that instead of according special treatment to the states only engineering college till date no pay rules were set for the college and it is heard that file regarding pay rules is swinging the corridors of secretariat for quite sometime now.It further added that in the absence of career advancement scheme and quality improvement scheme faculty of the college has got demoralized over the years.
And the GCET is an institute with a difference because today's inaugural function was totally organised by the Jammu Kashmir Projects Construction Corporation(JKPCC). The JKPCC had printed the invitation cards and had circulated among the VIPs on behalf of the principal of the college. And all through the function the principal and the faculty members remained mute spectators expect that the Principal had been given the opportunity to deliver the vote of thanks.
Another surprise. The Chief Minister, after experiencing discomfort in the sultry atmosphere, directed the JKPCC engineeers to provide aircondition facilities in the classrooms by september so that the students could study in the new environment. The Chief Minister was not informed that the PCC had completed only the civil engineering and Computer engineering block which could not accommodate faculty members and students of various other disciplines. In his inaugural address Chief Minister expressed concern over long delays in completion of projects and hoped that the second phase of the project costing around Rs 33 crore would be completed in the next two-three years.
