Jammu Aug 17-What even magicians can not do, a teacher-cum- student has done it practically. He has shown him presence both at his place of posting and simultaneously at the Institute where he was undergoing training.
An instructor of applied arts in Institute of Music and Fine Arts whose appointment was totally illegal was earlier serving as a teacher in Government High School, Dablehar in the year 1973 and at the same time he was granted admission in the Institute of Music and Fine Arts (IMFA), Jammu and continued to attend the classes in the institute. This way he has deceived both the government and the institute and wrongly caused loss to the state exchequer by drawing salary.
If sources are to be believed the teacher took only 162 days of leave while pursuing his degree course in IMFA during 1973 to 1980.As per his service book, he was selected the State Recruitment Board vide order No DRB-3/9167-70 dated January 27, 1973 and formally appointed vide T.E.O. Jammu’s order No. 4017 dated March 1, 1973 on the additional post of teacher at Government Middle School, Dablehar (RS Pura).He was later transferred from Dablehar to Birpur High School September 1,1976 and remained posted there till August 19,1979. During this period he was a regular student of IMFA and attended his classes there from August 1973 to March 1979. This way he achieved the twin objective of serving in a government department and simultaneously studying in a government institution. Following his degree from the Institute he was later appointed as Instructor in the Institute. According to reliable sources, the said instructor was initially appointed for three months vide order No.AR-E/1 (79-80) 9137-42 and regularized with effect from October 1, 1981 vide Academy Order No. 93 dated September 14, 1981.
Sources said that the matter came to fore when the teacher turned instructor sought inclusion of his nearly seven years of service in the education department and granting right place in the seniority in view of his length of service. Sources further said though an explanation was called from the instructor but of no avail as any action till date has been initiated against him for fraudulently defrauding the government by drawing salary for the period he was studying in the Institute. His absence for long duration has caused many eyebrows that need to be thoroughly investigated and the guilty punished for willful deceit.
