| Demilitarization campaign meets a deadly blow | | |

Jammu, Aug 17: The demilitarization campaign has been dealt with yet another serious blow, with the Government of India completing ruling out an immediate withdrawn of Army from the counter-insurgency operations like in Jammu and Kashmir.
A Parliamentary Standing Committee had recommended withdrawal of Army from the internal duty operations. In its action taken report, the Government has told the Parliamentary Standing Committee on Defence that a decision has been taken to raise a very large number of additional battalions of Central para military forces to be deployed for internal security duties and anti-terrorist operations while making it clear that it was not feasible to withdraw army from such tasks immediately.
Concurring with the Government's decision, the committee, in its report tabled in Parliament today said a " fixed time schedule should be drawn up for withdrawal of army from internal security task".
Even though the Peoples Democratic Party was pinning high hopes on the decision of Prime Minister Manmohan Singh on troop reduction, the Union Minister of State for Home Sriprkash Jaiswal early this week Parliament that the government is yet to receive report of the expert level committee.
Jaiswal said that the Committee constituted under the chairmanship of the Defence Secretary to examine the overall situation and security forces deployment in J&K State has not yet submitted its report to the Government. He said that Committee would also conduct a parallel exercise to review the application of the Armed Forces (J&K) Special Powers Act 1990 to different areas of J&K.
The Union Minister said that there have been demands and reports, from time to time, about reduction in the level of security forces deployment in J&K State in view of the overall improvement in the security environment. He added that as the approach of the Government is to ensure that the deployment of the security forces is related to the scale of problem and requirements of the ground, as such it was decided to constitute a Committee under the chairmanship of the Defence Secretary to examine the overall situation and security forces deployment in the Sate.
Meanwhile, Jaiswal also informed Parliament that during the current year till August 10, 2007 , 33 infiltration bids have been foiled in Jammu and Kashmir from across the border in which 57 terrorists have been killed.
He said that the infiltrating terrorists with support from across the border resort to firing and violence wherever they are detected and challenged.
The Union Minister said that the Government has initiated dialogue process with its counterparts across to address all the issues including the menace of terrorism. Jaiswal said that the cease-fire on Line of Control/Border is holding well and it ahs made the life of people residing in these areas safe and comfortable.
