JAKFED OFFIICALS BOOKED FOR MISAPPROPRIATION
SVO REGISTERS CASE FOR FRAUDLENT DRAWL OF FRIEGHT CHARGESvv

State Vigilance Organization has registered a case under appropriate sections of Prevention of Corruption Act against JAKFED officials namely Sh. B.K. Bakshi, Manager Agriculture Section, Sh. J.D. Dar, Chief Accountant Agriculture Section and Sh. Bhushan Kumar then Dispatcher National Fertilizer Limited Store Bishnah and others for fraudulent drawl and misappropriation of JAKFED funds worth over R. 11 lacs drawn illegally against freight charges between the period April to July 1998.

Verification conducted into the allegation of misappropriation of freight charges for transportation of fertilizer (Urea) during the period April 1998 to July 1998 by the officers/officials of JAKFED, has revealed that Shri B.K. Bakshi, Manager Agriculture Section, Shri J.D. Dar Chief Accountant Agriculture Section, Shri Bhushan Kumar the then Dispatcher National Fertilizer Limited (NFL) Store Bishnah, Jammu and others entered into a criminal conspiracy and manipulated the records to misappropriate the freight charges falsely shown as having been incurred for transporting the fertilizer (Urea) to various co-operative Marketing Societies. The verifications has revealed that the accused public servants manipulated the records and fraudulently shown an amount of Rs. 1,94,283/- as freight charges for the transportation of fertilizer (urea) in vehicle Truck bearing No. JKU/7291 during the period in question from NFL Store Bishnah, Jammu to various Cooperative Societies of state when on ground the vehicle bearing No. JKU/7291 was found to be Maruti Car. The verification has further revealed that the accused officials named above have shown the disbursement of an amount of Rs. 20,800/- on account of freight charges for transporting fertilizer (Urea) from NFL Store, Bishnah to co-operative Marketing Society Bishnah when on ground NFL Store Bishnah and Cooperative Marketing Society Bishnah were located in the same premises. The verification has also found that only 11 truck loads of urea was transported to Kashmir valley involving only an expenditure of amount Rs. 1.00 lakh whereas an amount of Rs. 10,02,583/- was drawn fraudulently.
In this manner the accused public servants and others have caused wrongful loss of Rs. over 11.17 lacs to the state exchequer. Case FIR No. 19/2007 P/S VOJ U/S 5 (2) PC Act 2006 r/w 120-B RPC has been registered and investigation taken up.
