18 years after: Work resumes on Legislature complex
Azad fantasizes landmark site for Srinagar
8/20/2007 11:21:15 PM

SRINAGAR, AUGUST 20 - As a significant development, work on the construction of the multi-crore State Legislature complex here; left midway 18 years ago; has been restarted today. According to an official press release, this follows special interest taken by the Chief Minister, Ghulam Nabi Azad in the revival and early completion of the complex.
Azad, accompanied by Speaker, Legislative Assembly, Tara Chand, Minister for Education, Peerzada Muhammad Sayeed, Minister for Law and Parliamentary Affairs, Tariq Hameed Karra, Minister for R&B, Gulchain Singh Charak and Deputy Speaker, Muhammad Akbar Lone, was present when JKPCC, the project executing agency, re-started work on Rs. 32.50 crores ambitious project coming up on sprawling 37 kanals of land in front of the Civil Secretariat in the summer capital of Jammu & Kashmir.
According to a government spokesman, the Chief Minister had issued instructions for the revival of the project when he visited the site on August 9. He had asked JKPCC then to start the construction from August 20 when the Legislature would meet again after the recess during the ongoing session. Following a devastating fire in the Legislature Complex in 1980, the state government had started construction of a new complex in 1982. In the meanwhile, however, makeshift wooden complex was constructed on war footing in 1981 where sessions of the Legislative Assembly are held since then. The construction of the new complex was stopped midway in 1989 following eruption of militancy in Kashmir.
Azad and others went round all floors of the 3-storey complex and inspected various sections of the building. On his last visit, the Chief Minister had asked the project executing agency to complete the project by May 2008 so that the next session of the legislature in Srinagar was held in the new complex. He has instructed that work be taken up in three shifts by engaging dedicated supervisory staff and adequate work force to complete the project within the fixed timeframe. He said that the complex would come up as a landmark site in Srinagar.
The new legislature complex will have Assembly and Council Halls, Central Hall, chambers of the two presiding officers, offices of the Chief Minister and leader of the opposition, lobbies, Assembly and Council Secretariats, galleries for press, visitors and officers, library and canteen facilities. The built up area of the complex is 13,290 square metres.
