| CM reviews massive infrastructure development in elementary education sector | | Work apace on 2494 primary, middle schools; 3204 additional class rooms | |
Srinagar, August 20- With the amount of emphasis Chief Minister Ghulam Nabi Azad has laid on infrastructure development especially in education sector, the State is poised for massive facelift in school education. Currently, 2494 primary and middle schools are under construction across Jammu & Kashmir while as work is in full swing on more than 3000 additional class rooms being added to as many schools, an official press release said here today. Azad, who took a high level meeting here today to review construction of school buildings in the state under Sarvashiksha Abhiyan (SSA) scheme, said that the thrust of the government is on the creation of sound infrastructure facilities at primary and middle level especially in villages and far-off habitations. Minister for Education, Peerzada Muhammad Sayeed, Minister of State for Education, S. Manjit Singh, Principal Secretary to Chief Minister, Anil Goswami and Secretary, School Education, K. M. Wani were present. The Chief Minister highlighted the need to speed up completion of under-construction school buildings. He asked the concerned officers to take up early the construction of remaining schools to be built under the scheme. He called for a constant vigil on the construction activity and said about 11,000 Lambardars and Chowkidars whose monthly honourarium was substantially enhanced by the government recently, should be involved with the task of monitoring the construction works. He also issued instructions to constitute village committees comprising headmaster, Sarpanch, Lambardar, two literate local prominent citizens and a lady preferably from ST/SC to monitor functioning of schools as well as construction programme. The Chief Minister asked the Secretary Education to take on priority the completion of under-construction schools in earthquake hit areas of Tangdhar, Uri and Poonch. He set October 2007 as the deadline for completion of these schools. The Chief Minister was informed that under the SSA, 2100 primary school and 394 middle school buildings are under construction at present and work on these is going apace. In addition, one additional class room is also being added this year to 3204 primary and middle schools throughout the State. Similarly, 4661 Education Guarantee Scheme Centres are being upgraded as primary schools during the current year itself. As part of the expansion programme in education sector, the Chief Minister was informed that the Central Government has sanctioned one new District Institute of Education and Trainings each for the 8 newly created districts in the State. The Central Government would bear non-recurring costs and recurring expenditure of these institutes for 5 years. Further, the two Colleges of Teacher Education in Srinagar and Jammu have been approved for up-gradation this year. The State Institutes of Education at Srinagar and Jammu would also be upgraded as State Council of Educational Research and Trainings and State Institute of Educational Management and Trainings, respectively. The Central Government has also sanctioned 51 Kasturba Gandhi Balikia Vidayalaya Centres as residential schools for girl students belonging to Scheduled Caste and Schedule Tribe categories whose dropout incidence rate is high. Of these, 14 centres had been sanctioned earlier while 37 have been sanctioned now.
