| VO presents challan in fake appointments made in SWD | | | JAMMU, AUGUST-20- Vigilance Organization Jammu today presented three challans in the Court of Special Judge Anticorruption Jammu including the illegal appointments in social welfare department on the fake approval of the then Minister, obtaining loan from SFC on fictitious person and misappropriation of food grains valuing at Rs.28 lakhs by Storekeeper CAPD Sarbagga. Special Judge Anticorruption Kartar Singh after perusing the challans directed accused persons to furnish bail bonds to the tune of Rs 10,000 each failing which they be sent to judicial lock-up. The accused furnished the bail bonds and personal bonds as per the direction of the Court and Court fixed the dates for the further hearing. The VOJ in its challan against Mohammed Tariq Mir the then Deputy Director Social Welfare Jammu said that during the investigation it has been prima facia established that Mir during the period of 2000-2001 has appointed 15 candidates namely Kuldeep Raj, Tek Chand, Joginder Kumar, Manmeet Kour, Vijay Kumar, Rahul Dutta, Neelam Kumari, Shaheen Akhter, Abdul Wahid, Nifat Ara, Ram Paul, Yousaf Ali, Shabir Hussain Shah, Nargis Firdous real sister of accused Mohd Tariq and Kishwer Sultan as class IV on the approvals purported to have been issued by the then Minister Social Welfare Lt Bashir Ahmed Kitchloo. During the course of investigation the signature of late Kichloo were sent FSL for the opinion of hand-writing expert. It was found that signature of Late Kitchloo was forged on these fake approval orders. The evidence collected has prima-face established that accused Mir by abuse of his official position and with dishonest intention actively conspired with the beneficiary accused and has in furtherance of said conspiracy made illegal appointments of above named beneficiaries and has conferred undue benefit upon them.. A case u/s 5(2) PC Act 2006 r/w section 468/471/201 and 120-B RPC is made out against the accused Mohd Tariq Mir and all 15 accused beneficiaries and as such challan was presented in the Court of Special Judge Anticorruption Jammu here today.. The organization filed another challan against the then store keeper of Sarbagga Tehsil Mahore Chmail Singh who is alleged to have misappropriated food-grains valuing at Rs 28, 70, 000, during his posting as store-keeper with effect from October 1998 to July 1999 thus causing direct loss to the state exchequer. Thus offence u/s 5(2) PC Act 2006 BK r/w section 409 RPC stands established against Chamail Singh for launching prosecution against the accused the sanction has alrready been accorded by the Government. In the third challan filed against accused Paramjeet Singh s/o Ajeet Singh r/o Mohalla Santa Jewal Chowk Jammu it has been alleged that the accused manipulated sanctioning of loan amounting Rs 2, 68,000 for the purchase of truck through SFC in favour of Des Raj, a fictitious person, and with the help of this loan he purchased the said vehicle on March 25, 1992. It was further alleged that the above-said vehicle was shown to be stolen without paying a single installment of loan. On receipt of this complaint enquiry was conducted and during the enquiry it was prima-facie established that S Paramjeet Singh in connivance with the officers/officials of SFC Jammu managed to get sanctioned loan on the basis of false documents to fictitious person. A case was registered against the accused as also against the SC Chopra the then GGM, Harbans Lal Choudhary the then Assistant Manager, Rajinder Parsad the then Manager, Mohinder Singh then head assistant and Joginder Palgh the then record keeper all employees of SFC Jammu for manipulating the records. Upon according sanction by the SFC for their prosecution, the VO presented challan against all the accused in the Court of Special Judge Anti Corruption Jammu for judicial determination (JNF).
