LANDLORDS TO BE ASKED TO FURNISH DETAILS OF TENANTS IN LOCAL POLICE STATIONS
POLICE FEEL THE HEAT, MAY ASK STATE GOVT TO ENACT A LAW

Jammu, August 26, : Feeling the heat of having missed an opportunity to nab JeM Divisional commander Saifullah Qari, during his stay at a rented accommodation in Janipur area Jammu and Kashmir police has now decided to propose to the state Government to enact a law which would make it mandatory for landlords to furnish complete details of tenants living in their houses.

The Government would be told to get this piece of legislation adopted by the state legislature so that every landlord was bound to submit details of the antecedents of the tenants,living in their houses,to police stations in their respective areas.
The suggestion followed killing of Jaish-e-Mohammad Divisional Commander,Saifullah Qari,by the police on August 11, in Janipur area of Jammu city,where he and his associate were living in a rented houses for the last one month,
Senior police officers said here today that Qari,who masterminded the terrorist attack on Ayodhya temple on July 5,2005,had been living in a rented house in Janipur for a month and had there been a law binding landlords to give details about the person living in their houses as tenants Qari would have been eliminated earlier.
They said that the police have reports that terrorists or their supporters have carved out hideouts in areas on the outskirts of the city but “we cannot act without any specific information.”
One police officer said if law made it mandatory for landlords to submit details of their tenants in the police stations the security and intelligence agencies could screen those tenants and wherever it was needed they could be kept under surveillance.
Police said that the law should apply to the entire state because in thickly populated localities in different areas of the state militants had taken houses or rooms on rent and their activities go unmarked because they are treated as original inhabitants of those localities.Senior police officers said that during the last one decade a large number of militants had been killed while they were living in rented rooms but that was possible only because of specific intelligence inputs. They said there were a number of localities including Sidhra,Bhatindi,Janipur, Bantalab and the adjoining belts of Kaluchak where militants had established their hideouts and this could be checked once the landlords furnished details of the antecedents of their tenants.
