| CONTENTIOUS ISSUES TO FILL PAGES OF PARTY MANIFESTOS IN 2008 POLLS, DEVELOPMENT MAY TAKE BACK SEAT | | | Srinagar, August 26 :- Two Kashmir centric organization,the PDP and the National Conference, gunning against each other for regaining power in Jammu and Kashmir are likely to include some contentious issues in their poll manifestos for mobilizing voters support in the next election. Party sources said “the PDP has fulfilled a number of commitments it made in its 2002 poll manifesto.We have decided to include self-rule,demilitarization and the repeal of Armed Forces Special Powers Act in our poll manifesto during the next election.” According to the PDP General secretary,Nizam-ud-Din Bhat,”the PDP has launched a struggle for securing implementation of its document on self-rule and the same issue would find place in our poll manifesto.” He said besides self-rule the issue of withdrawing troops from within the civilian areas and repeal of Armed Forces special powers Act was very close to the hearts of people in the state and “we shall keep it at the top of the party poll manifesto.” However,the National Conference will include restoration of greater autonomy and implementation of the report of the Regional autonomy committee saying that if this became a reality it would lead to the settlement of the Kashmir issue.And when the two main political foes enter the poll fray it would be battle between self-rule and autonomy.The National Conference leadership claims that the PDP’s idea of self-rule I a carbon copy of “our autonomy.” However,the PDP leadership has been saying that its idea is totally different from NC’s autonomy in the sense “we want only those central laws to be repealed which are against the interests of people of the state.we want the Governor to be elected either by the state legislature or by an electoral college constituted for the purpose and we favour that the man to get elected as Governor should be a state subject.” The PDP favours a separate election commission but is opposed to ending the jurisdiction of the supreme court and the comptroller and auditor general of India.Informed sources said that during the pre-poll campaign in the Jammu region the PDP leaders would not lay emphasis on demilitarization but focus their attention on other issues including self-rule and regional federalism. The Jammu centric organizations,including the BJP and the Panthers Party,may concentrate their attyention on opposing self-rule,greater autonomy and demilitarization.The BJP leadership plans to lay emphasis on ek vidhan,ek nishan and ek pradhan in order to ensure greater integration of the state with rest of the country.It will also clamour in favour of abrogation of Article 370 and reorganization of the state so that Jammu region got statehood for bidding farewell to prolonged discrimination of the province.The BJP and the Panthers Party will use delay in suitable rehabilitation of refugees from Pakistan and Pakistan occupied Kashmir as their main poll issues. The Congress,which will enter the poll fray under the weight of antiincumbency factor,will use its commitment to end corruption and regional imbalance.Its leadership is engaged in preparing details of series of development works it had initiated during the last three years besides its war in favour of promoting work culture.
