| PDP suggests measures to tackle unemployment problem | | | Yusmarg (Budgam), August 26 – Peoples Democratic Party (PDP) President, Ms Mehbooba Mufti today called for devising a comprehensive plan of action to tackle the mounting challenge of unemployment in the State. "We must address this daunting problem, earlier the better," she said. Addressing a day-long convention of the party workers from district Budgam here today, Ms Mufti while expressing solidarity with the educated unemployed youth, said that instead of resorting to arm-twisting tactics to crush their genuine grievances, the Government, realizing the plight and frustration of the unemployed, must respond to their protests in a more humane manner. "In a democratic set up everybody has a right to protest and that right must be respected and responded to instead of crushing it with force," she said and added that the way the recent peaceful protests of the unemployed youth or the government employees were responded to with force does not go well in a democratic set up. Acknowledging that unemployment was one of the major challenges in the State today, Ms Mufti asked the Government to initiate, both short and long-term measures, to mitigate the growing unemployment problem. She suggested that as an urgent measure, the Government must identify and fill up all the existing vacancies in various departments, running into thousands, in a time bound manner. Responding to the plight of the hundreds of adhoc employees, working for years now in different government departments, she said the Government must approach the Supreme Court to seek one-time relaxation for the regularization of all the adhocees, to safeguard their future. While making regular selections, she said the Government must give due weight-age to the persons working on contractual basis. Ms Mufti said as there is a huge manpower shortage in the police department, it could absorb at least 50,000 youth to take on the responsibility of maintaining law and order in the State. Similarly, she said thousands of posts are lying vacant in various field departments at the lower levels that could be filled up under a special recruitment drive to effectively various schemes. Ms Mufti said the Government must also start regularization of the persons engaged as Rehbar-e-Taleem, who have since completed their probation period. She said the Government must reframe the recruitment rules of all the technical/professional departments, as presently there is no policy in tune with the requisite qualification guiding the selections in these departments. "For instance we have nowadays trained human resource available in tourism, forest, information, hospitality & protocol, IT, environmental sciences, town planning, science and technology and several other such departments," she said and added that instead of making it free for all, only the technically qualified persons should be allowed to apply for such technical jobs, for which recruitment rules have to be drastically changed. Ms Mufti said the Government must make the Directorate of Employment more vibrant and it should be entrusted with the job of compiling up-to-date data of the educationally qualified persons. "Unfortunately, we still don't have the exact data of educated unemployed available with us and most of the time the Government has to rely on the obsolete data provided by the Employment Exchanges," she said. The PDP President said as a long-term measure, the Government must lay focused attention of sunrise sectors like IT, bio-technology, tourism industry and food-processing that have the huge absorption capacity and immediate returns. She said development of these sectors could create immense self-employment and job opportunities for the local youth. She also stressed the need for introduction of more skill-enhancement courses at the school and college levels to groom professionally trained manpower. Senior PDP leader and Chairman Legislative Council, Ghulam Nabi Lone (Hanjoora) and MLC Basharat Bukhari also addressed the convention.
