Decentralized planning instrumental for balanced growth: Prem Sagar

Srinagar, August 28
For the speedy development and faster growth in the State, the Economics and Statistics Organization has played a pivotal role said Minister of State for Planning, Finance and Parliamentary Affairs Mr. Prem Sagar Aziz after inaugurating one week training programme on “Planning, Monitoring and Evaluation”.
The programme was organized by the Directorate of Economics and Statistics in collaboration with Planning Commission of India and Indian Institute of Public Administration, New Delhi.
The objective of the workshop was to impart basic orientation training about development, planning and implementation of the plans to newly appointed Assistant Directors (P&S) by the State Public Service Commission.
The Minister said that the programme will not only improve the working efficiency of the officers but also enable them to shoulder responsibilities with commitment. He asked the Directorate of Economics and Statistics for organizing more and more such training workshops at district level to transfer knowledge and experience required for specialized job of monitoring and evaluation to the field functionaries.
The Minister said that government is committed to balanced development of all the three regions of the state, particularly development of backward-pockets with in the regions on which much attention has not been paid so far. In view of single line concept of planning in the state, our planners have to play a significant role while formulating state and district plans. He urged upon the planners that while formulating plans, they should give thrust to ensure balanced development of all the three regions with special attention to undeveloped areas. He said that under the instructions of the Chief Minister Mr. Ghulam Nabi Azad the government has increased plan allocation under district plan from 30 to 40 per cent.
Highlighting the activities and achievements, Director Economics and Statistics Mr. G.A. Qureshi said that besides preparing the pre-budget Economic Survey 2006-07, six other publications including Digest of Statistics, Vital Statistical Bulletin 2005-06, Annual Price Review 2006-07, ISS Report 2005-06, Regional Indicators of Development and Village Amenity Directories of all the 14 districts 2005-06 were also issued by the Directorate.
He was further informed that six Evaluation Study Reports are under submission to the State Level Evaluation Committee (SLEC) for final release. He said that SLEC is pondering to organize training workshop on monitoring and evaluation at the district level. The first district level workshop is schedule to be organised in the 2nd week of September this year at Leh. Similarly, the other districts to be covered in a phased manner.
Earlier, the Minister released five publications of Evaluation Committee report.
Joint Advisor Planning Commission Mr. K.N. Pathak, representatives of Indian Institute of Public Management, New Delhi Prof. Chuby, Secretary Planning Department Mrs. Roma Wani and senior officers of the Planning Department were also present.
