Two HM commanders surrender

Two dreaded HM commanders today surrendered before Doda police and 4 RR along with arms and ammunition. Identified as Abdul Rashid code Jahangir son of Gulab Din resident of Shamdlain, Gandoh, Deputy District commander of HM outfit and Bashir Ahmed code Bilal son of Gulam Hussain resident of Kounthal tehsil commander of HM outfit were active in the area since long.
Rashid ‘A’ graded Pak trained militant was active since 1996 whereas Bashir Ahmed a Kashmir trained militant joined the militant ranks in 1998.
According to reports the surrendered ultras handed over two AK rifles with ten magazines, 300 rounds, one wireless set and one pouch at the time of surrender and expressed their desire to join the mainstream as they were motivated by the parents and relatives who had attended the meetings held by SSP Doda in this regard. They further stated that they were fed up with exiled life and wanted to lead respectable life .Sources said some more militants are likely to surrender in near future.
Here it is to be mentioned that Doda police on anti-insurgency front has actively launched operations to apprehend or kill active militants on one hand and motivating people through meetings with different sections including relatives and parents of militants to shun the path of violence on the other hand to join mainstream by taking the benefits of surrender policy offered by Jammu and Kashmir government. Under the policy every surrendered militant is given a grant of rupees 1.50 lakh besides Rs. 2000 as monthly stipend for three years after surrender. Apart from this, any surrendered militant who desires to undergo any vocational training for self-employment, the government facilitates such training free of cost at the centers to be decided on case to case basis. In furtherance to this, a sizeable number of active militants have already surrendered in the district.
