Bloeria committee to examine creation of new administrative units: Jugal

Minister for Rural Development Jugal Kishore today informed the House that the creation of new blocks will depend upon the recommendations of the committee constituted by the Government for examination of demands for New Administrative Units. He said the demand for carving out of additional block for Langate Block will also be dealt appropriately on receipt of the recommendations of the said committee.
He said the Matter was being examined along with similar other demands on normal basis when the Committee for “Examination of demands for New Administrative Units” was set up which has been empowered inter-alia for recommending new blocks which will be viable meaningful and manageable besides rationalization and re-organization of existing Administrative units after laying down broad based parameters and norms on this account.
He said the creation of new blocks is considered on normative basis depending upon the member of Panchayats, topography, population, incidence of poverty, preponderance of under privileged sections of society, inaccessibility and similar other parameters. He said creation of staff and provision of adequate budget for the purpose is another key criterion for the setting up of a new block.
The Minister was replying a question by Mohammad Sultan Panditpuri in the House.
In reply to another question by Mr. B. A. Naaz, the Minister said that two projects under IWDP and Haryali in Poonch district are under execution, which include Nanagli Sawjian projects on which Rs. 57.91 lakhs have been spent so far.
He said that the total expenditure incurred under NREGA scheme in district Poonch was Rs. 1029.47 lakhs upto July 2007. While as no “D Cards” have been issued to anyone in the district, however, 32569 job cards have been issued under National Rural Employment Guarantee Scheme.
Replying to another question by Haji Ali Mohammad Bhat, the Minister said that block Wakura was set up through internal adjustment. The matter regarding creation of staff for this block as per norms is under examination. The Veterinary Block at Wakura has been set up in 2006 and is presently functional, he added.
He said that in other departments like Information, Consumer Affairs and Public Distribution, Education, Finance, etc. Block level officers are not provided in the administrative hierarchy, as such setting up of Block Offices by this Department does not arise. He said that the process of opening up of new ICDS Block is under active consideration of the Social Welfare Department and the case would be submitted to Government of India for sanction after fulfillment of different formalities condition necessary on this account.
