| Let present political arrangement remain as is’ | | | ‘Jammu, September 3 “Ensure that the present political arrangement in Jammu and Kashmir remains intact.” This is said to be the main message conveyed by the Prime Minister, Dr Manmohan Singh, and the UPA chairperson,Ms Sonia Gandhi,during a dinner the Prime Minister had hosted in Delhi where the PDP patron,Mufti Mohd.Sayeed,and the Chief Minister,Mr Ghulam Nabi Azad,were present. In fact Mufti Sayeed had sought an appointment with the Prime Minister and in this connection the PDP patron had been in Delhi for the last over three days.The Prime Minister,after consulting Ms Sonia Gandhi,invited the Mufti to dinner and Ms Gandhi and Dr Manmohan Singh thought it better to invite Mr Azad also because later he would express his anger over the way the Prime Minister held a separate meeting with the Mufti. Consequently,Ms Gandhi and Dr Manmohan Singh had thought is feasible to set the stage for the Mufti and Azad to have face to face talks.Informed sources said that the Mufti complained to the Prime Minister and the UPA chairperson that the PDP leadership was not taken into confidence while the Chief Minister took important decisions.However,the Chief Minister informed the Prime Minister that all major decisions were being taken at the cabinet meetings which had representation from the PDP. Ms Sonia Gandhi and Dr Manmohan Singh advised the Mufti and Azad to dispel the impression having gone round the state that the two main partners in the ruling coalition,the Congress and the PDP,were locked in a tussle and the National conference in the Kashmir valley and the BJP and Panthers Party in the Jammu region were trying to take advantage of it. The two informed Mr Azad and Mufti Mohd. Sayeed that no attempt should be made to weaken the coalition Government because the alliance between the PDP and the Congress could,in the long run,provide a stable Government which people in the troubled state required. Informed sources said that Mr Azad and Mufti Mohd.Sayeed did not open their mind on several issues that continued to threaten rupture in the coalition when the two saw Ms Gandhi and Dr Manmohan Singh bent on ensuring survival of the coalition Government.The Mufti wanted the Chief Minister and some Congress leaders in the state to desist from berating the PDP leadership on its demand for demilitarization and the repeal of Armed Forces Special Powers Act.He is said to have informed the Prime Minister that the security scenario could witness further improvement if a unilateral ceasefire was declared during the month of Ramzan.Mr Azad is said to have suggested that ceasefire or demilitarization could be considered after securing opinion from the Army and other security and intelligence agencies.The reports said that the Mufti and Azad assured Ms Gandhi and Dr Manmohan Singh that they would work for the survival of the present political arrangement.
