| Vigilance Organization registers 46 cases during 2006 | | | EARLY TIMES REPORTER Srinagar, AUGUST 13 : The State Vigilance Organization has intensified drive against corruption on behest of Chief Minister Mr. Ghulam Nabi Azad and registered remarkable impetus in nabbing the corrupt elements and taking swift action against them. During the year 2006 SVO has registered 46 cases against corruption, trapped 29 officials, challaned 53 and sent 35 for prosecution. Of the 46 cases registered, investigations have been completed on 17 and four have also been challaned. Of the 65 cases registered in 2005, this year investigation has been completed for 39 while as 23 have been challaned. During the nine months tenure of Mr. Azad the vigilance organization was given free hand to take action against corrupt officials and officers of any rank and file. The organization was strengthened and given new teeth to work with more power and authority. Even officers of the rank of Head of Departments and Chief Engineers were booked against corruption and action was initiated by the SVO. During these nine months action was taken against Chief Engineer Mr. Shamas-ud-Din Koka, Chief Conservator of Forests, Mr. Prem Chand Kapoor, Director Social Welfare, Mr. Bodha, Joint Commissioner Jammu Municipality, Mr. Kiran Wattal, Deputy General Manager JKPCC, Mr. Mohammad Ramzan Nadaf, Syed Asgar Ali, KAS Officer, Financial Advisor and CAO, Mr. Janak Singh, Block Development Officer, Mr. Ghulam Hassan Rather and others. Soon after his taking over as Chief Minister, Mr. Azad declared war against corruption and sought cooperation of people and media in this noble cause. He, before loosing any time brought a legislation amending the Anti-Corruption Act and providing for confiscation of ill-gotten properties of proven corrupt elements. The legislation was passed in both the Houses of State Legislature and was implemented soon it became the Act with the assent of Governor and ill-gotten property of many corrupt officers was confiscated. The Act that is being hailed world over as unique legislation for fighting corruption has given ample powers to the SVO to confiscate the property of a person accumulated by malpractices and corrupt means. Mr. Azad while warning corrupt elements has said that dossiers of their activities are being compiled and they are under eagle’s eye watch. He made it clear that nothing less than honest management of affairs and proper spending of expenditure without any leakage would be tolerated in the new transparent work culture. Besides strengthening vigilance organization, Chief Minister also put in place a well knit monitoring system to monitor the progress and spending on every development work from block level. Additional District Development Commissioners have been posted in every district to monitor all aspects of progress and financial spending on development schemes. An officer of the rank of Special Secretary in every department has been made responsible to monitor the spending at the central level. Both these officers have to submit their report to Chief Minister regularly.
