| CBI presents challan against Manger IRCON | | ‘Accused caught red handed in dramatic manner’ | | Early Times Reporter Jammu | Sep 12 CBI/ACB Jammu today presented the challan in the court of Special Judge Anticorruption Jammu against Vinod Kumar Manager (survey) IRCON International Limited Banihal, who was caught red-handed by a team of CBI headed by Additional SP CBI/ACB Jammu KL Raina while accepting Rs 15000 from a contractor as illegal gratification. In the Challan presented by SK Bhat Senior Public Prosecutor CBI/ACB Jammu it has been submitted that a written complaint was received in the office of CBI on June 11, 2007 in which the complainant, Nehal Singh, a contractor, leveled allegations against Vinod Kumar Manager IRCON, which was verified by the CBI through its inspector DK Bali and registered a case on June 12, 2007. In the complaint it was alleged that Nehal Singh was allotted work which he completed in January/ February 2007 and payment of work Rs 1, 69, 774 was also received by him. It was alleged that Vinod Kumar was demanding Rs 50,000 from the complainant as commission @ 30% of the contract and was also demanding Rs 50,000 as advance for providing the complainant other work. The complainant further alleged that Vinod Kumar has threatened him in case of non-payment of Rs one lakh, he would not allot any other work to the complainant. On negotiation Vinod Kumar has asked the complainant to pay Rs 15,000 and remaining later on when new work is given. On this complaint, a trap team was constituted on June 13, 2007 in the afternoon and the accused Vinod Kumar came out the gate of his office in TATA SUMO, which was being driven by Javed Ahmed Wani. On seeing the complainant on the roadside, Vinod Kumar got the vehicle stopped and asked the complainant to sit in the vehicle along with him. According to Nehal Singh complainant and shadow witness Subash Kumar boarded in vehicle with Vinod Kumar and moved ahead, CBI trap party followed them. After changing hands of tainted amount from the complainant, Vinod Kumar accused got the vehicle stopped and asked the complainant and shadow witness to get down from the vehicle. After getting down from the vehicle, they passed pre-arranged signal to members of the trap party. Meanwhile Vinod Kumar apprehending some danger took out the tainted amount from the pocket of his pant and threw away from the left side window of the vehicle. Additional SP KL Raina challenged Vinod Kumar after disclosing his identity and than Vinod Kumar was caught and arrested and later released on bail on July 11, 2007. Special Judge Anticorruption Jammu Mr. Kartar Singh on perusal accepted the challan and fixed the next date for hearing. JNF
