| More autonomy for PSC mooted | | | Early Times Reporter Jammu|Sep 12: As Jammu and Kashmir Public Service Commission completes its 50 years of existence, the executive, political leadership and bureaucracy alike have all called for full autonomy and protection of from political interference to the highest recruitment agency of the state. On the golden jubilee function of the Public Service Commission, the Governor SK Sinha said that the responsibilities of Public Service Commissions have increased manifold with increase in the workload in the country's administration. Government functioning has increased considerably and the number of people to be recruited has also gone up tremendously', he said, adding that in such a scenario and more particularly in view of increased number of aspirants, the task of Public Service Commissions has also become difficult. General Sinha made a mention of fast growing corporate sector unfolding ample avenues of employment for educated youth globally and nationally and said that since Jammu and Kashmir lags in this sphere as of now, more thrust is on government jobs. While the corporate sector endeavours to have best of the graduates, the PSC too has to select the cream amongst them for manning various positions in the government. Earlier during the inaugural session, Chief Minister Ghulam Nabi Azad said, "I feel the commission needs to be given full functional autonomy in tune with the constitutional provisions to maintain its integrity and independence from outside influences". Azad assured his support to the commission for "independence from executive and political influence to function as an autonomous institution as envisaged in the constitution". He said the state constitution provides safeguards to the commission and he was himself in favour of its full functional autonomy. The job of the commission in the state is more challenging and difficult in the absence of private sector due to which the educated youth prefer government services, Azad said. He underlined the need for the commission and the state government to work in tandem for making recruitments time bound and fixing a calendar for conducting civil services examinations like the UPSC. Government has conceived a policy to facilitate outstanding IAS aspirants by way of providing free coaching at the national level. In this connection, committee headed by Chief Secretary Mr. C. Phonsog would screen the students intending to take IAS examination. As many as 20 most meritorious students would be selected for free coaching. They will also be provided free boarding and lodging facility, travel expenses and stipend. This was revealed by the Principal Secretary General Administration Department Mr. Khursheed Ahmad Ganai during an interaction session held after the inauguration of Golden Jubilee ceremony of Jammu and Kashmir Public Service Commission at SKICC here today. Responding to the queries made by various participants in the session, Mr. Khursheed said that Chief Minister has already approved the concept and it is being placed before the Cabinet for approval. The Chief Secretary Mr. Phunsog in his valedictory address said "Jammu and Kashmir Public Service Commission has maintained its credibility and is emerging as a reputed independent recruiting agency in the state". He said government would provide all support to this constitutional body so that it could achieve its objectives. Vice Chancellor Jammu University, Prof. Amitab Mattoo conducted the interaction sessions in which were present and former Chairmen of various Public Service Commissions of the country, faculty members, officers and students participated. The themes in the interactive sessions were "transparency in selection process", "participation of maximum local candidates" and "promotion of competitiveness
