| Police to educate people about disaster management: Khoda | | Conference on Civil Defence concludes | | Early Times Reporter Srinagar|Sep13 – Director General of Police Kuldeep Khoda has underscored the importance of putting in place a composite body of Civil Defence, Home Guards and Auxiliary Police Units to respond to the people’s call during natural calamities and other such eventualities. Citing the example of last earthquake and Khundroo’s catastrophe, Khoda said “a composite body of different police units is a must to address this need of the hour”. Khoda, who is also Commandant General of Home Guards and Civil Defence, said that two battalions of Home Guards and J&K Police would be engaged in imparting necessary training to civilians in the state so that they could also play the crucial role during such times. The Director General of Police was inaugurating one-day Conference on 'Civil Defence preparedness for chemical, biological and nuclear disasters', organized by Jammu and Kashmir Civil Defence Organization here this morning. He referred to the good work done in the state by Civil Defence Organization and Home Guards in the past during natural calamities especially 2005 earthquake, snow-tsunami and floods and said that much is still desired. “We should be ready to meet such eventualities with full vigour”, as the people have greater expectations from men in Khaki. He said funds would not be allowed to come in the way in implementing various programmes to enhance the capabilities of these organizations. Stressing on intensifying awareness campaign in the State, Khoda suggested holding of seminars, group discussions and debates in educational institutions and public forums. “This will educate the people about meeting the situation immediately till assistance reaches them at the hour of need”. On the theme of the seminar, “ Khoda said that the general public is to be educated on latest challenges like biochemical and nuclear threats and experts can play their role in acquainting people about preventive measures”. He said the role of media in keeping the people abreast with challenges and solutions. The Director General of Police wishing a success to the conference and hoped that the participants will benefit from the experience of noted national level experts which will be of mutual benefit to all. In the high profile conference, G S Saini, Director National Civil Defence College, Nagpur read out a paper on 'Role of Civil Defence on NBC Disasters', Dr D N Sharma, Head Radiation Safety System Division, Bhabba Atomic Research Centre, Mumbai on 'Nuclear Radiation-why awareness is essential at all levels' and Dr K Ganesan, Deputy Director/Scientist E Defence Research & Development Establishment DRDO, Gwalior on 'Chemical Warfare Agents'. The Dean of Research & Development, Laxminarayan Institute of Technology, RTM, Nagpur University presented a paper on 'Threat of Biological Disaster or Germ Warfare and defence against it. Security Advisor to Chief Minister, Gopal Sharma, who was the Chief Guest at the valedictory function, dwelt on the civil defence mechanism and suggested various measures for expanding its reach for benefit of the people. He also stressed the need for public awareness campaign all over the State.
