| For his anti-militant gut SHO seeks promotion | | | Early Times Reporter Jammu|Sept 17: In a writ petition, the state High Court has favoured consideration of out of turn promotion for a senior Inspector who claims that he played a commendable job in the anti-militancy operation. Zahid Saif Wani presently Station House Officer at Janipur Police Station in Jammu City has approached the court that directions may be issued to the government for his out of turn promotion as he played a remarkable job in crushing militancy. Justice YP Nargotra has directed the state respondents to accord consideration to the case of petitioner for out of turn promotion within a period of four months. Justice YP Nargotra after hearing AM Malik who submitted that though the Govt has passed order on January 6, 2000 for providing out of turn promotion, but the case of petitioner has not been considered for according out of turn promotion. Upon this AAG Mr. B S Salathia submitted that the petitioner cannot claim out of turn promotion as a matter of right. It is the discretion of the Govt to accord out of turn promotion to those police personals who in its opinion have exhibited exceptional performance on the anti-militancy front. Justice YP Nargotra after considering the rival contentions of counsel for the parties observed that it is not disputed that the Govt is granting out of turn promotion to such police officers, who are exhibiting out-standing performance on the anti-militancy front, therefore, the petitioner is also entitled for according consideration to his case for out of turn promotion as according to petitioner's counsel, the petitioner has been actively involved in the anti-militancy and operations and directed the authorities to consider the case of petitioner for out of turn promotion.
