| INORDINATE DELAY IN RELEASE OF FUNDS HAMPER DEVELOPMENTAL PROJECTS | | | EARLY TIMES REPORTER Jammu, August 16 :
Though assurances had been dished out by Chief Minister, Ghulam Nabi Azad, during a meeting of the District Development Board two months ago, funds earmarked for various development works, under the state and the District sectors, have not been released so far in the Jammu district. Couple of senior legislators had met the Chief Minister in recent weeks and complained to him about the inordinate delay in the release of funds which had affected the pace of works. But no action had been initiated by those who matter in the state administration. In one particular case the Chief Minister had sought an inquiry report on a complaint that funds had been diverted from one sector to the other but concerned bureaucrats slept over the inquiry. Informed sources said that even after repeated reminders to the Chief Minister and other concerned bureaucrats not more than 20 per cent of the allotted funds were released in some sectors. Number of legislators said that whenever they meet the Deputy Commissioners they flatly refuse to release funds for various development schemes because his office had not received any amount from the Government. One legislator said that the Department had no funds to replace partially damaged transformers.Another said that he had failed to fulfill his commitment to people on the building various roads and improve sewage system. Contractors,who had been assigned the task of completing various sanctioned projects,had now started refusing to complete the development works on credit basis.These contractors' liabilities have not been cleared by the Government. In various departments,including electricity,irrigation and drinking water supply,the problem of inadequate maintenance grants,in certain cases nonrelease of the funds for maintenance works,has added to their woes. Tubewell irrigation system is another sector which has been hit hard by the nonrelease of funds.Number of legislators feel handicapped because their recommendations carry no weight with the engineers,bureaucrats and other Government officials after the Chief Minister is said to have instructed the bureaucracy to avoid going by the recommendations of the legislators.The Chief Minister is in favour of proper administrative approval for all minor and major development schemes to check siphoning off public money by corrupt officials.
