| Bureaucrat, Minister locks horns | | GAD slams notice on KAS officer for disobeying MoS Sports | | Early Times Reporter Srinagar | Sep 18 The controversy over the alleged over-ruling of minister's powers by a commissioners/secretaries has not yet been over, while the incident of insubordination by a junior officer with another Minister have rocked the coalition boat. The General Administration department has issued a show cause notice to an officer of the rank of Additional Secretary to explain his conduct of disobeying a Minister. Principal Secretary, General Administration Department, Khurshid Ahmed Ganai in his order No. GAD(Ser)KAS/53/96 dated September 14 has asked Mir Fayaz Hussain, KAS, Additional Secretary, ARI and Trainings Department to explain his conduct with regard to non compliance of the orders of the Minister of State for Youth Service and Sports. ‘The notice further said that non compliance of the orders of the Minister concerned on your part is unbecoming of a government servant and is violative of Employees Conduct Rules adding as to why further action, as warranted under rules, is initiated against you and as such are advised to explain your position within a period of one week", the notice adds. Sources said that the said officer has curtly refused with the 'request' of MoS Sports, Babu Singh, popularly known as "Pappi-Jaffi Minister (Hugs and Kiss) to visit him, enraging the otherwise cool minister to lodge a complaint with GAD. The bickering within the coalition partners has reportedly infused a sense of 'all powerful" creatures among the bureaucrats in the Civil Administration, the sources said.
