Arjun Singh, Congress stalwart and Union Minister of Human Resource Development (HRD), is a specialist in making purposeful and meaningful use of 'Muslim card'. The HRD Ministry has by now understood Arjun Singh's political expediency or compulsions vis-a-vis the Muslim community. It might be good news for the students in madarssa because now, out of every Rs 100 spent by the government under the Sarva Shiksha Abhiyan, to make all of India's children literate, Rs 26 will now be directed towards the Muslim community.
However, the larger question that remains unanswered is: Is the colour of money getting a political shade as India chases universal education? Talking about the proposal, Minister of State, Human Resource Development, Purandeshwari Devi, says: "Yes the proposal is under consideration. Minorities and SCs have been focus group for the government."
This means that one fourth of the Rs 10,000 crore allocated for the Sarva Shiksha Abhiyan for the current fiscal will be utilised in areas with large Muslim population. Ninety-nine districts which have 20 per cent or more Muslim population have been identified. The allocation comes after the HRD Minister Arjun Singh opened minority cell in all the departments under his ministry to focus on minority education.
It is the endeavour of the government to ensure that wherever possible up to 15 per cent of funds and targets of the schemes included in the programme are earmarked for the notified minorities. But Arjun Singh seems to have gone a step further. |
