APHC leadership rejects Azad’s appeal for participating in third roundtable conference

Srinagar | August 17:
Both the factions of the Hurriyat Conference,one headed by Molvi Umar Farooq and the other by Syed Ali Shah Geelani,have rejected yet another offer from Chief Minister,Mr Ghulam Nabi Azad,appealing to the kashmiri separatists for participating in the third roundtable Conference being held shortly.
The APHC leadership had not responded to the invitation to the second roundtable conference the Prime Minister,Dr Manmohan Singh,held in Srinagar on May 24 and 25.
Commenting on Mr Azad's appeal to the separatists,which he made while addressing Independence day function,a senior APHC leader Prof.Abdul Gani Bhat said told Kashmir Independent Press on Thursday "we are not for excursions."
He said "participating in the roundtable conferences was like taking part in picnics.We want to have a serious dilogue for discussing the fate of the entire south Asian region and the roundtable conferences were being held to discuss good governance,corruption free administration,centre-state relations and other allied issues."
In fact the APHC leadership,inside reports indicated,has started adopting what is called "proactive postures" after it failed to peraude the Government of India to resume the dialogue with the Hurriyat Conference leaders.This is evident from the hardened stance APHC chairman,Molvi Umar Farooq,had adopted while speaking at a function organised in Srinagar on August 16 by Jammu and Kashmir coalition of Civil Society.
Molvi Umar Farooq while advocating that dialogue was better than deadlock said that mainstream politicians represented Delhi in Kashmir whereas the Hurriyat Conference was a symbol of resistance.He said even if right of self-determination was nonnegotiable a solution to the Kashmir issue,acceptable to all parties connected with the dispute, could be found through
sustained dialogue.He also wanted militants,especially Hizbul Mujahideen,to be involved in the talks.
Syed Ali Shah Geelani has said that he would hold talks with Delhi only when India accepted that Kashmir
was a dispute.And at the sametime he made it clear that he would accept if majority of people in Kashmir,during a plebiscite,voted in favour of India,which was a remote possibility.
With reference to Chief Minister's plea to separatists to participate in the third roundtable conference Mr Geelani said "we are not separatists,we are freedom fighters."
In the meantime Prof. Abdul Gani Bhat said that despite inordinate delay in the resumption of Cetre-Hurriyat talks "we continue to nurture a couple of ideas which could lead to the settlement of the Kashmir issue."
He said that "we had decided to dish out these ideas during our meeting with the Prime Dr Manmohan Singh,and Pakistan President,Gen. Parvez Musharraf.But since the talks are yet to be resumed we have these solutions in our mind."
It is in this connection that Chairman APHC Molvi Umar Farooq has announced that he would be visiting Ireland next month for studying the Irish peace model. He too has stated that there could be many solutions to the Kashmir issue which includes formation of the United States of Kashmir and modified version of the idea of self-rule.
Prof. Bhat said "when talks with us are resumed ideas will flow like water from lofty mountains and these very ideas may form the basis for resolving the Kashmir issue."(KIP)

BJP for proactive policies against militants in Jammu Kashmir
Jammu,August 17
Senior BJP leaders,including Mr O.P.Kohli,and Mr Manohar Lal,will visit Jammu to study the progress the state unit had achieved in setting the stage for holding elections right from the block level to the district committees.
President of the BJP,Dr Nirmal Singh,told this scribe that the central leaders will examine the work of several committees,which had been constituted, for completing various programmes connected with the organizational elections.
He said that one committee had been constituted to carry our enrolment of fresh members.The task of the committee has been satisfactory as more than 20,000 new members have been enrolled in the BJP list. Another committee has been constituted to verify the genuiness of the membership drive so that the antecedents of each new member were verified and cleared for admission in the BJP.
Dr Nirmal Singh said that in the context of the current political and security scenario the BJP has to “play the role of an effective opposition party” in order to highlight peoples’ problems.
The BJP Chief stated that the security scenario had assumed alarming dimensions after both the state and the central Governments having failed to initiate proactive policies against militants.He said “instead of adopting firm antiinsurgency measures the state Government and the centre had forced the security forces,especially the Army,to carry out restricted operations against militants.
He said that the security situation in the entire Doda district has become a matter of concern for the nationalist forces but the Government ignored the BJP’s demand for a “free hand to the Army in tackling the activities of militants in the district.”
He said that the double standard being adopted by the PDP,which a partner in the ruling coalition,had sent wrong signals and statements emanating from the PDP Chief,Ms Mehbooba Mufti’s mouth were bound to demoralize the security forces in Jammu and Kashmir.
Dr Nirmal Singh wanted Prime Minister,Dr Manmohan Singh,to impelement his commitment which he made from ramparts of the Red Fort on August 15 regarding the need for changing the antiinsurgency strategy so that “no stone is left unturned ensuring that terrorist elements in India are neutralized and smashed.”He said if such a commitment was allowed to be implemented the security scenario in Jammu and Kashmir may witness marked improvement.
