In a bid to give fillip to its pre-poll campaign the Panthers Party leaders have started giving a heavy punch on the face of the congress led ruling coalition while accusing it of its total failure in ensuring time-bound completion of various development projects.
During the ongoing campaign against the Government leader of Panthers Party in the state Assembly, Harsh Dev Singh, has been able to cite examples to his listeners at public rallies in support of his contention that funds earmarked for various development projects were not being utilized properly. Either the funds were not made available on time or the release order would be kept hanging for months.
Harsh Dev Singh said that the ruling coalition has not been in a position to make available funds because of the growing political uncertainty. The main partners in the coalition do not see eye to eye with each other with the result there is no coordination.
He said that the education sector has been the hardest hit area because of the faulty policies of the Government. He said most of the schools had become defunct because of severe shortage of teachers. He said as Minister for Education between 2002 and 2005 he had carried out revolutionary changes in the Education sector and created history in the state by upgrading scores of schools and opening of more than 14 degree colleges.
The Panthers Party leader said whatever gains he had been able to achieve in three years had been washed away by the present Government in less than two years. He said that over 14000 posts of teachers were vacant and the Government had no interest in filling these posts with the result functioning in Government run educational institutions continued to suffer.
He said the state Government had failed to utilize central funds for the scheme on conversion of education guarantee centers into primary schools. He said that during his tour in various areas of the state he found that while some centres were closed others were on the verge of closure. He said the panthers party has many more issues that its leaders rake up during the ongoing pre-poll campaign and poor performance of the Government as far as making drinking water available to people and connecting all villages under electrification programme is on the top of the list of grievances of the masses.
Harsh Dev Singh also has been berating the Government for its failure to fulfill its commitment of ending regional imbalances. He said these imbalances were manifest in Government departments where the ratio of employees from the Kashmir valley was much higher than those from the Jammu region. In terms of allotment of funds Jammu region received a step motherly treatment. He said he had expected the Congress led Government to order fresh delimitation of the Assembly constituencies so that the number of seats in the Jammu region were raised to atleast 45
