Maintain proper transparency while implementing schemes: PAC to SWD

The Public Accounts Committee (PAC) of Legislative Assembly has directed the Social Welfare Department to streamline the functioning at the ground level so that the benefits percolate to people. The Social Welfare Department deals with the problems of poorest of the poor of the society and efforts should be made to uplift this segment, the Committee opined.
The PAC which met here today under the chairmanship of MLA Mian Altaf Ahmed discussed the functioning of Social Welfare Department in general and CAG's Report for the year 2004-05 in particular and suggested various measures to further improve its functioning.
The Committee asked the Secretary Social Welfare to ensure timely disbursement of pension to beneficiaries who are solely depending upon this meager assistance from the department. "There are reports that people are not receiving the pension in time and department should attend this vital issue on priority and redress the problems of deprived lot" Committee observed.
The Committee asked for maintaining transparency while establishing new Anganwari Centres and appointing Anganwari Workers and helpers as per norms and merit keeping in view the topography of some areas. The Committee also asked for earmarking funds for purchase of machinery for milk chilling plant at Charwal, Kathua for which the building has been constructed. The Committee also asked for details regarding proposed works and funds under SCA/TSP pertaining to some districts.
Secretary Social Welfare Mr. N.K.Verma briefed the Committee about the performance and various schemes being implemented by the department. He said that State Government has received sanction for 6711 more Anganwari Centres from the Central Government, which would be established during the current year as per the norms. He said that Central Government has agreed to provide more centres for uncovered areas in the State. He assured that new centres would be established strictly as per norms set by the Central Government.

Abbas and Deputy Secretary Assembly Mr. M.R.Singh were present in the meeting.
