Congress, PDP differ on governance

The PDP leadership is concerned over the growing political uncertainty in Jammu and Kashmir soon after the change of guard in the state. It favours an indepth assessment of the situation and the reasons responsible for over all deterioration in the quality of governance.
General secretary PDP,Mr Nizam-ud-Din Bhat,said today “political and administrative affairs ran smooth during the first three years of the coalition Government when Mufti Mohd.Sayeed was the Chief Minister.” He said that there has been deterioration in both administrative and political sectors which was obvious from the ground realities.
The PDP leader said that “those who matter in Delhi should intervene and stem the rot in the interest of the people and the state.”Other PDP leaders stated that during the time Mufti Sayeed was the Chief Minister not only the Congress but other political groups that were partners of the ruling coalition functioned as a united team.There was no mudslinging against one another and peace process within the state and on the borders had begun to bear fruits.
They said soon after Mr Ghulam Nabi Azad took over as the Chief Minister various sectors of Government registered deterioration and gave rise to political uncertainty. During the Mufti’s time conditions were not created for any minister to resign from the cabinet.
However,spokesman of the Congress,Mr Ravinder Sharma,ridiculed the assessment of the PDP leaders and said that if the PDP leaders claim that things functioned smoothly during the first three years of the coalition Government it was because of the sincere cooperation given by the Congress.He alleged that during the last over two years the PDP leadership has been creating one problem or the other for the Chief Minister whose main policy was to accelerate the pace of progress of development works and end corruption.
Mr Sharma wanted the PDP leaders to first of all resolve dissensions within their party and then point an accusing finger against the Congress.He said that the Congress leadership in the state has been in favour of sustaining its alliance with the PDP and that has been the reason for the Congress to keep the coalition intact though it could have run the Government without the PDP support.
PDP leaders were simply keen to have an indepth assessment of the situation and compare the present scenario with the one that existed in the state between 2002 and 2005.Once the reasons for the deterioration were found none else but the Congress would be held responsible.They said that as Chief Minister Mufti Sayeed used to take into confidence Congress leaders and Ministers while taking important decisions but the style of functioning of the head of the Government has changed.They reiterated their desire to take in hand measures which could ensure survival of the coalition and for this the PDP leadership was prepared to cooperate with the Chief Minister provided the congress sought “our cooperation.”
