| ‘Naadir Shahi’ at its high in Cultural Academy | | | Surinder Raina

The 50th year of the Cultural Academy is marred by the ‘Naadir Shahi’ rule. The present Secretary of the Academy Dr. Rafeeq Masoodi has issued an order wherein he has banned the participation/performances/association of all the writers/artists and performers working in the Cultural Academy to participate outside the Academy. This order instead of promoting the cause of culture will effect the literally and cultural activities adversely. Everybody knows that Academy is an institution of writers, poets, painters/sculptors/musicians/ performers and creative people In the past fifty years fourteen Secretaries could have never dare to think of issuing such a barbarian order but the present Secretary driven by the ill advice of his coterie has issued this Naadir Sahshi Farman, thus putting a complete halt to the already dying cultural movement of the state, an artist on condition of anonymity lamented.
He added, “Though most of the people are not aware of this ‘Black’ order but it has already started showing its results. Two female artists who participated one musical evening organized for the promotion of the regional language and culture are facing the wrath of this Nadir Shahi rule whereas others are stunned to know this. Being creative people most of them are struggling hard to hold the creative process of their minds without the prior permission of the Secretary. They are afraid of facing an explanation for letting their imaginations go wild,” the artist informed.
The Cultural Academy is an autonomous body - a forum of artists and writers that should be free from the bureaucratic clutches of the government and for the fee growth of creativity it should be given freedom and space for the development of art and culture. Artists, writers and the performers view this order a strategic move of the people sitting at the helm of affairs to stall the cultural development, a writer asserted.
Meanwhile, Dr, Rafeeq Masoodi in his defence says that he is not against the participation of his employees outside the Academy but they have to take prior permission from him.
Another writer while talking to Early Times said, imagine a situation wherein a writer or an artist working with the Academy while moving out after office hours gets an offer to participate in a literary programme or a poetic symposium in the evening, how will be possible for him/her to seek prior permission of the Secretary.
In the past fifty years Academy never witnessed such unethical and unimaginative governance of the artists and writers community. Everyone in the state is aware of the fact that very few people opt the field of art and literature and those who have opted this as full time profession are working with the Academy. All amateur literally and art activities are surviving in the state due to the voluntary efforts of most of the writers and artists working in the Academy. This order of the secretary is viewed as barbarian act of the academy authorities in last fifty years.
Interestingly present secretary has been taking such policy decisions on his own without the prior permission of its constitutional authorities. The constitution of the academy never empowers the secretary to take any policy decision as he is the only chief executive and not the policy maker. Unfortunately the present Secretary hardly takes any advise from its constitutional decision making committees. The constitution of the Academy provides advisory committees for different functions of the Academy. But currently the Institution is being run by taking its constitution for a ride, sources in the academy disclosed. |
