| Police gears up to reinvent routine policing | | | NIRBHAY JAMMUAL Jammu, Sept 28: Even though counter-insurgency operations remain one of the major security challenges in the state, but the Jammu and Kashmir Police under its new leadership is all set to reinvent the normal course of policing. Sources said that the major priority outlined by the new Director General of Police is an entire new focus on policing to bring down the rising levels of crime. "Comprehensive policy structure is being formulated to reinvent the policing system while taking the challenges of insurgency", said a senior Police officer. It may be recalled that the EARLY TIMES earlier this month had written about a huge spurt in the criminal activities and had spoken to a wide range of experts on the issue. The experts in their opinions had said that due to overwhelming engagement of the state police with the counter-insurgency operations the focus on the routine policing has been on a decline over past many years. "Incidents like Chopra murder case, murder of a businessman in Srinagar, murder of truck driver in South Kashmir and an alarming rise in the rape cases has compelled the Jammu and Kashmir police to reorient its policing strategies", said a senior officer of the Police. He pointed out that earlier every case of crime, particularly, in the rural areas was seen with the angle of militancy related incident but now on the Police will work on segregating the cases of crime from those related to insurgency. The Director General of Police Kuldeep Khoda has also publicly admitted that the conventional crime rate has witnessed a spurt in the state. He said, "efforts would be made to bring down the crime rate while special thrust would be laid in carrying out anti-militancy operations". Asking all wings of the force to gear up in a big way to rid the society of anti-social and criminal elements, the police chief, however, advised them to seek public support in carrying out the task. "We have to control the crime rate which has taken alarming propositions in the state in recent times," Khoda said. Placing on record his appreciations for the the breakthrough achieved by the police in the sensational crimes committed against two minor girls in Kashmir valley, the DGP said it reflected the professionalism gained by the officers and other ranks of the police organisation. He added, "while law breakers will be dealt sternly, it will be ensured that law abider will not be harassed in anyway". Saying that law would take its due course against the offenders, Khoda said "the people have many expectations from the police and this fact should not be ignored while dealing with their cases and investigating into their complaints". He spelt out the measures currently underway to promote professionalism among the police personnel and said that various training programmes and capsule courses have been tailored in this regard. Scientific methods are also being adopted during investigations to establish foolproof cases against criminals and law breakers, he added.
