| VO presents challan against former Dir Agr for making 164 appointments | | Summoned to appear in Court on next date hearing’ | | Early Times Reporter JAMMU, SEP28 - Vigilance Organization Jammu, after completion of investigation, presented a challan in the court against the then Director Agriculture Jammu SN Sharma, who during the year 1995-96, in violation of guidelines issued by the Government, had issued 164 appointments orders from time to time . According to the challan VK Soi Financial Advisor and CAO Agriculture Production Dept lodged a written complaint with the VO alleging that SN Sharma, the then Director Agriculture, Jammu engaged 101 candidates as class IV employees during the year 1995-96 in violation of the guidelines issued by the Government from time to time. Upon this complaint, a case was registered and investigation started. During the investigation, the IO seized the relevant records to the engagement/ appointment of class IV employees made by Sharma. The Government in its SRO 291 of July 28, 1989 had made it incumbent upon all the appointing authorities not to make appointment on adhoc/stop-gap basis with the proviso that where it is absolutely necessary in public interest. It was further revealed that Sharma, in violation said SRO, issued 164 appointment orders engaging/ appointing 77 candidates during his period at Director Agriculture Jammu, exceeding in some appointment orders, time limit of nine months, as envisaged in the aforementioned SRO. A close scrutiny of the concerned file revealed that approval of the Chief Minister was required under said SRO which has not been obtained in any case. During the investigation it has been noticed that that Rajesh Raina and Neetu Parihar were appointed with retrospective effects. After completion of the investigation, challan was presented in the Court of Special Judge Anticorruption. On the plea of the VOJ, the Judge issued summon for securing the presence of the then Director Agriculture Jammu SN Sharma on the next date of hearing
