Chaman presses for fresh delimitation

Strongly pleading for fresh delimitation of the Assembly Constituencies before the conduct of ensuing elections in Jammu and Kashmir, the former Union Minister and a senior leader of the BJP, Prof. Chaman Lal Gupta has warned all concerned to complete this constitutional obligation as otherwise this would further add to the regional tensions as the people of Jammu would not take it lying low the playing of yet another political fraud against them.
Expressing concern over the inordinate delay in the appointment of the Delimitation Commission, Prof. Gupta said that it was constitutional obligation to have delimitation of the assembly constituencies after every census but the ruling leaders viz that of the Congress and National Conference had been playing a fraud against the people of Jammu region by denying the just delimitation of the assembly and even that of Lok Sabha constituencies.
He recalled that this political fraud by the leaders of the National Conference as also those of the Congress had begun since 1951 elections. This fraud with the electoral process had led to the big agitation of 1952-53, and was taken by many as cause of the regional disparities and the ever growing regional tensions.
Prof. Gupta said that there was no justification in putting in abeyance the appointment of Delimitation Commission as the last census was held in the State in 2001, and there is a constitutional provision to have fresh delimitation after every census.
Moreover, the coalition partners of the state in their own minimum programme has promised the appointment of the Delimitation Commission, in addition to the assurance given by the Congress in their 2002 election manifesto to have fresh delimitation and other measures to bring to an end to the regional disparities, the BJP leader added.
Prof. Gupta asked the ruling and other leaders from Kashmir based political parties to explain that what was justification in denying the fair distribution of assembly seats especially when the region of Jammu is having almost double the geographical area and over a lakh of more voters than those of the Kashmir valley but still Jammu has been provided just 37 Assembly seats against 46 to Kashmir.
He urged upon the State Governor to ensure that the fresh conduct of delimitation of Assembly constituencies in Jammu and Kashmir before the next elections which are not much far off now. Moreover the creation of new districts and other administration units need fresh delimitation.
The simmering discontent on such like issues in Jammu could lead to increased regional tensions and dangers to the unity of this state as the denial of just distribution of political power and due share to this region, has already been the cause of many problems in this troubled state, he observed.
