| He has a magic wand | | In three months, officer gets two promotions, posting order modified five times | | Early Times Reporter Jammu | Oct 8 The coalition government claims high about the transparency in administration but few examples of Jammu and Kashmir can be found elsewhere when it comes to favouring the favourites. In three months, the state government today issued fifth order of transfer to adjust a blue eyed officer who was first promoted and offered several postings but he did not join till finding a preferred one. In the month of May, Farooq Ahmed Shah, Tehsildar Koteranka, in Rajouri district was promoted to the rank of Assistant Commissioner Kishtwar. His promotion was in his own pay and grade –which amply explains that he was not eligible to the next high post but the promotion was still awarded in relaxation of rules. He ordered to join as Assistant Commissioner (Revenue) Kishtwar. However, the officer did not find Kishtwar as the place of his preference and therefore he stayed put till further orders. Even though he handed over the charge at the previous place of posting but did not join the new place. As he waited for the next order, the Deputy Commissioner of Rajouri showed him in records that he is still continuing as Tehsildar Koteranka –a post from where he withdrew his salary despite having been relief from there. On June 7, the government issued yet another fresh order posting Rajesh Kumar, Tehsildar (AR) Bhadarwah as Assistant Commissioner (Revenue) Kishtwar vice Farooq Ahmed Shah. The government order of June 7 said, "the posting orders of Farooq Ahmad Shah will be issued separately". Interestingly, till a new post suited to Farooq Shah could be found he cooled his heels in Rajouri and continued to draw salary against the post of Tehsildar. A little later, the government issued yet another order posting Farooq Ahmed Shah as Sub Divisional Magistrate, Nowshera. However, he did not find Nowshera as the place of his choice and pitched for a fresh posting. Dolling out favours on the said officer, the government on September 6 issued a special order conferring not only one more promotion upon Farooq Ahmed Shah but also giving him a prize posting. Through this order, Shah was posted as Assistant Settlement Officer Jammu in his own pay and grade against an available vacancy. The series of favours, however, did not end here. The government today issued yet another order conferring upon Farooq Ahmed Shah unprecedented bouquets of promotions. The government order said, "Farooq Ahmad Shah, Assistant Settlement Officer, Jammu has been transferred and posted as Assistant Settlement Commissioner with Settlement Commissioner in his own pay and grade. He will continue to hold the charge of the post of Assistant Settlement Officer, Jammu in addition to his own duties". Thus under the regime of transparency and accountability, the government has showered on the officer a series of promotions and postings of his choice. It may be mentioned here that the promotions and transfers at this level are executed by the General Administration Department which comes under the purview of the Chief Minister. |
