Sect shuts fortnight in advance
Ministers in constituencies, officers head homes

More than a fortnight ahead of the scheduled closing for next months, the summer secretariat has already almost shut down in Srinagar as no official business is being executed for non-availability of most of the ministers and officers.
The secretariat was scheduled to close in Srinagar on October 26 for reopening in Jammu on November 5 but it seems as if secretariat closed here at least a couple of weeks back. "It is just for the official formality that the secretariat is kept open till October 26 otherwise on activity is happening here as most of the ministers, officers and other staff have hardly been coming to their offices since early this month".
Ranging to from Gandhi Jayanti to Shab-e-Qadr, Eid and Navratras, the months of October is full of holidays, therefore most of the officers packed off earlier to gulp up even the working days under the garb of holidays. The ongoing month of Ramadan added to further laxity that the officers and the subordinate staff preferred to stay homes rather than attending their offices for the sake of official formality.
On October 3, Chief Minister Ghulam Nabi Azad left for New Delhi and he returned to Srinagar only today. With Chief Minister being away for over a week, most of the Ministers too picked up flights to either New Delhi or Jammu while those belonging to Kashmir fanned to their respective constituencies ahead of the Darbar move.
"You can take example of Finance Minister Tariq Hamid Qarra. He attended his office only one this month while for rest of the days he remained engaged with his constituency", said an employee of Finance department. He added, "with ministers and top officers missing from the secretariat the subordinate staff had two reasons to skip their duties. One that there is none above to put a check and second that there is no proper delegation which means there is no effective work.

"I flew in Jammu on Monday though it was a working day but I alone could not have done any thing in my secretariat office", said a Principal Secretary to government. "My Deputy Secretary and Under Secretary are already on leave since early this month. I understand they just want to spend time home ahead of Darbar move but we could not do anything as leave was due to them", he added.
