Ceasefire promise under doubt

For all the required political consumption, the United Jehad Council on Monday announced a unilateral ceasefire which comes into force on Friday but ahead of that militants seem to be building their basis even though the political parties have jumped in to hail the initiative.
Citing the case of an encounter in Sopore where two militants of Hizbul Mujahideen were killed, the police officials pointed out that the ceasefire announcement is merely a statement for political consumption militants continue to build their basis. "However, their action shall be subject to keen observations after October 12 when the ceasefire actually comes into effect", said a senior police officer. According to DIG Baramulla, Dr. B Srinivas on specific information, Police Sopore cordoned of one house at village Wagub Sopore. When the Policemen started to search the house belonging to Ghulam Mohammad Mir, son of Abdul Ahad Mir. One of the militants came out from the hideout and started firing on the Policemen. Police returned the fire and militant was killed. Giving further details of the encounter ASP Sopore said that Police continued cordon of the house for the whole night and reinforcement were sought. This morning at about 0900 hours Police eliminated another militant with the back up assistance of 29 and 52 RR, he added.
Two AK 47 rifles, Eight AK magazines, 40 AK rounds and two pouches were recovered from the site of encounter.
Meanwhile, cutting across ideological differences, political parties and separatists in Jammu and Kashmir today welcomed the unilateral ceasefire announced by the United Jehad Council (UJC), saying the Centre should reciprocate the gesture. "It is a good move which should have come earlier," chairman of moderate faction of Hurriyat Conference, Mirwaiz Umar Farooq told a news agency in Srinagar today.
The UJC chief, Syed Salahuddin, yesterday announced the unilateral ceasefire in the state for three days from October 12 on the occasion of Eid-ul-Fitr. The UJC is an umbrella organisation of 13 militants groups.
Mirwaiz said the Centre should respond to the positive development by declaring a truce with militants and restart the dialogue process with the state's political leadership for a durable and lasting resolution of the Kashmir issue.
"The UJC has taken the initiative...The government of India should respond positively so that there is a complete cessation of hostilities in the state," he said.
However, hardline faction of Hurriyat Conference led by Syed Ali Shah Geelani refused to comment on the gesture, saying it was an issue of militant leadership.
PDP president Mehbooba Mufti, while welcoming the move, said it would come as a breather for the people of the state who have been suffering for the past 17 years. She said the onus was now on the Centre to reciprocate the goodwill gesture.
