| Teaching guide sublets job at Rs 1500 | | Wife of teacher association leader never attended school in five years | | Early Times Reporter Jammu | Oct 11 Charity begins at home –so goes the adage –but those who claim to represent others often nourish the ills in their backyard. In an interesting case, an influential leader of the teachers association has found himself in a deep soup following revelations that her teacher wife had hired an unemployed youth to discharge her school responsibilities for a paltry consideration of Rs 500 a month. Sushma Devi, wife of a leader of teachers association Naseeb Singh was appointed as teaching guide under the Rehbr-e-Taleem Scheme five years back. She was appointed in the Government primary school Dammoni in Dansal block of Nagrota, on the outskirts of winter capital Jammu. However, enjoying the patronage of her influential husband, Sushma Devi did not attend the school even once. Interestingly, her attendance on the log register has been maintained properly and she continued to draw salary against her post for all these five years without attending the school. In fact, Sushma adopted a novel method of keeping the things going. She hired an unemployed youth, identified as Kuldeep Kumar, to discharge her duties. The poor Kuldeep Kumar agreed to "teach" students on behalf of Sushma for a paltry sum of Rs 500 per month against Rs 1500 admissible to the original appointee. Sushma had to make this arrangement and keep it going for five years on the hope that she might get regular job. Most of the teaching guides recruited under the Rehbr-e-Taleem scheme continue on the job for a meager sum of Rs 1500 a month in the hope of getting regularized. Though Sushma's modus operandi executed in connivance of her influential husband has been exposed but in case of regularization she had to get the benefit of the "devoted labour" applied by Kuldeep Kumar who worked for Rs 500 a month for five years. Sushma's design could not have exposed but for the transfer of two other teachers. Each government primary school normally has a sanctioned strength of three teachers. On these three teachers two are usually the regular teachers while the third one is engaged as a teaching guide under the Rehbr-e-Taleem scheme. In Government Primary School, Dammoni, one of the teachers Meenu Bandral was transferred to some other place in 2006. While another teacher, Pradeep got transferred last month on September 16. It was only after the transfer of Pradeep that the villagers noticed the school running short of strength. Some active villagers got access to the records and found that there is no appointment to this school by the name of Kuldeep who was running the affairs. They learnt that one Sushma had been appointed to this school since five years but she has never been seen. The irate villagers today stormed the officer of Chief Education Officer of Jammu and brought the case to his notice. To their utter surprise, the Chief Education Officer showed them the records of regular attendance of Sushma and her salary statement which is finalized after approval from the village committee. On seeing these reports, the Villagers were taken aback by surprise as none of them had approved the report which carried all fake signatures. Later it turned out that all reports prepared on behalf of Sushma and under the influence of her leader husband were absolutely fake. |
