| SP seeks probe into bungling in Roshni, REGP | | ‘Holding elections without reorganizing Assembly seats - violation of Constitution’ | | Early Times Reporter Jammu | Oct 12 Terming the constitution of Delimitation Commission for reorganizing the Assembly seats as mandatory’, Samajwadi Party has said ‘ to conduct elections without first fulfilling this Constitutional requirement shall tantamount to playing joke. with the Constitution’. Regretting though this exercise has been completed in rest of the country no headway has been made in Jammu and Kashmir so far adding that under the Constitution, after the publication of each and every census report, the Government has to go in for revision and reorganization of the Assembly seats in accordance with the recommendations of the Delimitation Commission. ‘Such an exercise is mandatory and has to be got conducted, if even no revision of Assembly seats is required’, the SP said in a resolution passed at the meeting chaired by its State President Sheikh Abdullah Rehman here today. Urging upon the Governor Lt. Gen (Retd) S K Sinha to ensure fulfillment of this Constitutional provision by directing the state government to appoint the Delimitation Commission early without further loss of time, the resolution further said that ‘such like disregard of the Constitutional provisions, gimmickries, mal practices and rampant corruption in the corridors of power’ have already caused irreparable loss shaking the very faith of the people in the elected government, which in turn paved way for eruption of militancy in the State. ‘Describing the coalition government as a divided lot’, the party in another resolution said that issues like ‘demilitarization’, ‘self-rule’, contradictory statements, petty squabbles and altercations such as Qazi Afzal’s resignation episode make it amply clear that the government stands paralyzed and is unable to deliver goods. The party alleged that schemes like Roshni Act, Rural Employment Guarantee Scheme have not only failed in their objectives but also are deeply involved in corruption and umpteen scams wile the influential people, legislators and bureaucrats indulging in amassing wealth. ‘ What more is tormenting, the workers engaged under the said scheme in districts like Kishtwar, Ramban, Doda, Kupwara, Poonch, have not been paid their wages for a period ranging up to six months for no faults of theirs. The meeting in another resolution resolved to demand holding of enquiry into Roshni Act, REGS and other schemes, besides inquiry in the allotment of funds with regard to‘ ‘Legislature Development Funds’ where up to 60 per cent funds are reportedly being misused. In yet another resolution, the Party decided to boycott all those government functions which would be presided over or attended as chief guest by any State Ministers or legislators, involved in corruption and scam. It has also decided to hold demonstrations including dharna, gherao against such tainted faced Ministers, a party handout said. Referring to the sex abuse case and observations of the State High Court, the Party accused the CBI for being biased in its working, apparently to serve the interests of ruling clique and asked the prime investigation agency to prove its worth by resorting to fair investigation into the allegations against the persons irrespective of their status and political affiliations. |
