| Govt. Sadistic approach infortunate : Harshdev | | | Early Times Reporter Jammu | Oct 12 “The sadistic approach of state government towards the unemployed educated youth is very unfortunate,” said former education minister and MLA, Harshdev Singh at a press conference held here today. He said JKNPP believes that by bringing in non-state subject companies and corporations in the state, the govt. has deprived the eligible unemployed youth of the state including technocrats of their right to work and of being adsorbed in gainful employment in the state. The avenues which could otherwise be made available for adosportion of unemployed youth of the state have been placed at the disposal of corporate houses from outside the state leaving the local youth high & dry, he said and added that all the tall talks and loud pronouncements made by the Govt. for engagement of such youth have ended in smoke. Harsh blames the govt. for aggravating the woes of the unemployed and semi-employed by creating unproductive organizations like Economic Reconstruction Agency (ERA) have made large scale engagements of non-state subjects and other technical staff besides several retired bureaucrats. He advocated for winding up the ERA as it has outlived it’s utility and failed to initiate construction work in respect of any of the roads and bridges assigned to it during the last two years. He notes with anguish that construction work of important roads of Jammu region namely Sidhra-Surinsar-Mansar road, Udhampur-Ramnagar road, and Chenani-Mantalai road Costing over 100 crores which was assigned to ERA was allotted by the letter to a private non-state date no output has been achieved. Similar is the fate of four bridges taken up by ERA for construction which include Kogha bridge, Kuhbridge, Motlian bridge and Mananu bridge. He further said state govt. has invited another outside organization called National Building construction corporation (NBCC) to undertake construction works in J&K. The said organization has engaged outside contractors and Engineers in utter neglect of local contractor and engineers this adding to the problem of ever growing unemployment. Beside, the electrification of villages under RGGVY which was assigned for several hundred crores to NHPC was further engaged to a private non-state subject companies for the purposes of electrification. The ‘L&T’ company was allotted the contract of electrification of villages in District Udhampur more than year back but has failed to give a start and no a single pole has been erected even after a lapse of more than one year. He said the job could have been assigned to local unemployed Engineers who could have been engaged by the Govt. for the purpose. The construction of roads under PMGSY in the state present a very grim picture. The state has been ranked at last position in the country in implementation of PMGSY he said and the roads approved under PMGSY after 2005 have failed to take off and construction work has not been started which reveals the ruptured work culture and lackluster approach of the Deptt. The said roads could not be started despite availability of funds is further deplorable. The Govt. of India is prepare to give thousands of crores under PMGSY but the State Govt. has fail to achieve any output under the scheme. Harsh said JKNPP feels that Govt. lacks will to do and to solve the problems of educate employed youth. It is engaging outsiders at the cost of locals and the said outsiders have failed to achieve the stipulated targets despite having drawn huge funds in respect of salaries and costs of works. |
