J&K claims lowest poverty rate, but deptts have their own figures



Jammu, Oct 12: As the department of Economics and Statistics draws close to the deadline on its counting of the families living below poverty line, a biggest political-administrative scandal of the recent times may be unfolded.

If the first ever economic survey of Jammu and Kashmir is to be believed, the state can be placed among the top ranking affluent states of the country. The economic survey presented in the assembly yearly this year had put Jammu and Kashmir in a confident mode by showing just three per cent of the total population living below the poverty line.

However, if the department of Rural Development is to be believed, half of the state of Jammu and Kashmir should be below the poverty line. According to the Rural Development statistics maintained by Jammu and Kashmir government, around 47 per cent of the population has been shown living below the poverty line.

Interesting, the department of Consumer Affairs and Public Distribution has yet another story to tell on poverty. According to this department which is assigned with the responsibility of regularizing supplies and offering eatable commodities to the poor families on subsidized rates, the population in Jammu and Kashmir living below the poverty line has been shown as 26 per cent.

It may be mentioned here that as per the data maintained by the state government on the population living below poverty line, several central and state level schemes of public welfare are formulated. For example, under the Rural Development sector, the people living below the poverty line are entitled to get government support for construction of their residential houses under the Indira Awas Yojna (IAY).

Similarly, the department of Consumer Affairs and Pubic Distribution offers ration to the below poverty line population on subsidized rates. Higher the number of people living below the designated line of poverty, more is the sanction of quotas under different schemes and consequently more are the chances of pilferage. If the actual number of people living the poverty line is far less than what is shown, this clearly implies that the funds drawn for a larger proportion is swindled.

With these conflicting claims on the number of people living below the poverty line, the government had given the responsibility to the department of Economic and Statistics to make an impartial and fair list. The department has to submit its survey report to the government on October 20 which will reveal the truth about the actual poverty position.

Experts maintain that higher number of BPL families (whether actual or fabricated) goes in the interest of the political establishment as the locals leaders keep their constituents happy by small favaours like huts under the Indira Awas Yojna.
