| Border migrants, government differ over rehab package | | | Early Times Reporter Jammu | Oct 13 While the state authorities claim that border migrants in Akhnoor sector were being given a suitable package for rehabilitation but those who had been affected by the volatile situation on the LoC between 1999 and 2003 claim that they were yet to receive any package. Two camps, where migrants from the border belts of Panjtoot, Pallanwala and Gigrial and adjoining areas continue to live in thatched houses and tents, at Naiwala and Palwan lead a life of penury. Most of the menfolk, who used to produce grains for the people in the region, have been forced to work as labourers and masons with contractors engaged in construction of roads and other projects. These camp dwellers said that for the last over two years free ration and nominal cash incentives from the Government and social organizations have been stopped. However, MLA, Mr Sham Lal,claimed that they were receiving free ration. He referred to the Naiwala camp and said that free ration was being given to them for the last six months. Speaker of the Assembly, Tara Chand, had announced ,three years ago, that the Government of India had sanctioned Rs.78 crores for the rehabilitation of migrants in Panjtoot,Pallawala,Gigrial and adjoining areas and out of that Rs.seven crores had been earmarked for rebuilding the damaged infrastructure in the sectors of PWD,Public Health Engineering and PDD.He had also stated that over 6,000 families in 18 villages would get Rs.25000 for renovating their houses,which had been partially damaged in Pakistani shelling,Rs.10,000 as compensation to each of those farmers who had lost their cattle in firing.Besides this each family would get five marla plot for construction of houses for which Rs.50,000 were to be given. However during a daylong visit in the border areas of Akhnoor and R.S.Pora the KIP team was told by farmers that they had not received anything so far nor possession of five marla plots had been given to them..They said that political leaders belonging to different parties continue to make promises which they never fulfill.Their tall assurances were never implemented.They said that these politicians throng the villages only during the election time and after that “we hardly see their faces.” |
