Lease holders alleges discrepancies in rates fixing

Holders/Occupants of Nazool/Govt. Land (FONL) has expressed strong resentment over glaring discrepancies and anomalies in fixing the rates for regularization/conferring proprietary rights on the occupants of Nazool and other government lands, under the amended Roshni Act.
A meeting of the forum held here today under the Chairmanship of its Convener Sh Inderjeet Khajuria, rued that while the genuine allottees/lease holders of the Nazool and other government lands in Jammu city and other towns, who had already paid premium fixed then on the lands allotted/leased out to them between 40 to 80 years ago and have been also regularly paying the ground rent, as fixed at the time allotment of the lease, are being served notices to pay huge sums amounting to several crores of rupees, with the rates fixed at the present market value of the lands in respective areas, with marginal concession only, those who have encroached upon the government lands and raised residential and commercial buildings unauthorizedly, have been charged only nominal rates for regularization of their possessions. For instance 15 colonies regularized, in Jammu city alone, where the unauthorized occupants, who had encroached upon the government lands, without paying any premium and ground rent on the same have been charged at the rate of Rs 15,000 to Rs 40,000 per kanal, for regularizing their possession of the same in the year 2005. Against this the authorized allotees/leaseholders for last 40 to 80 years, in certain cases lease in their favour revised after the expiry of the original lease, who had already paid the lump sump premium fixed then as well as are regularly paying ground rent on the same are now being demanded cost of the lands at the rate of Rs 40 lakhs to Rs 1.5 crore per kanal, depending upon the location of the lands and superstructures raised over these by them.
Besides Inderjeet Khajuria the prominent among the hundred aggrieved participants in the meeting included S Gujan Singh, Secretary of the Forum, Daya Sagar Sharma, S S Pathania, Charan Singh, Paramjeet Singh, Ajay Bakshi, Somnath, Rajesh Thakur, Iqbal Khullar, Kirpal Singh Raina, Asa Singh and S Pritpal Singh.
