| Baig back, against Govt | | Former DyCM, Singhvi oppose cabinet decision | | Early Times Reporter Jammu | Oct 16 The former Deputy Chief Minister Muzaffar Hussain Baig, who has been a high profile lawyer before switching over to active politics few years back, today once again appeared before the Jammu and Kashmir High Court against a controversial but most prestigiously fought decision of the state government. Baig and another leading Supreme Court Lawyer, Abhishek Manu Singhvi, who is also Congress spokesman, today argued on behalf of a consortium of power project construction companied aggrieved by a decision of the state government. It may be recalled that last month too Baig had appeared at the High Court in the case of a corporate giant. The arguments in the controversial writ petition filed by a consortium of SPAS of Norway, Qzaltin of Turkey and Hindustan Construction Company against the decision of Jammu and Kashmir government to float global tenders for the execution of work on prestigious 1200 MW Sawlakote power project started in the Jammu wing of state High Court today. Baig and Singhvi are pleading the case of the consortium before the High Court. The court has already stayed the proposal of the state government in November, last year soon after the decision was taken in a cabinet meeting, which also cancelled the allotment of the work to the consortium. The Lawyers made their argument in the writ petition but due to the short of time the writ petition was adjourned and would again be taken up for the argument on Wednesday. A consortium of SPAS of Norway, Qzaltin of Turkey and Hindustan Construction Company, which was allotted the execution work of the project, has approached the state high court challenging the Jammu and Kashmir cabinet decision to cancel the allotment of work. Norwegian company has challenged the cabinet decision on the ground that it was made unilaterally without even granting an opportunity of being heard to the company. The prestigious power project was to be executed by a consortium comprising of SPAS of Norway, Qzaltin of Turkey and the HCC with a cost of Rs 4, 312.5 crore. The project was to be executed in seven and half years as per the terms and condition of the agreement. The 1200 MW Sawlakote hydel project, planned over river Chenab in militancy infested district Doda, was being looked at with suspicious eyes since it was allotted to the consortium in the year 2001 and finally the state cabinet, in its order in October, last year cancelled the agreement and directed PDC to float global tenders. |
