CM takes HR command, Task Force constituted

Almost a year and half after the constitution of a cabinet sub committee on the issue of human rights, the government today took first step forward by constituting a task force to study the cases at district level.
The cabinet committee, it may be recalled, was constituted on July 7, 2006 with then Deputy Chief Minister Muzaffar Hussain Baig as its chairman and Minister of Transport Hakeem Mohammad Yaseen and Minister for Power Nawang Rigzin Jora as its members. The Committee had its first meeting the same month when a preliminary appraisal was obtained on the entire issues of implementation of recommendations made by the State Human Rights Commission.
However, after exit of Baig from the cabinet in September last year, the cabinet sub committee on human rights went into a limbo and there was no meeting ever after. It was nearly a year and half latter, that the Chief Minister Ghulam Nabi Azad himself took the command and chaired the meeting which was also attended by the Transport Minister Hakeem Mohammad Yaseen.
According to an official spokesman, the Cabinet Sub-Committee constituted to monitor the implementation of the recommendations of the State Human Rights Commission met here today under the Chairmanship of Chief Minister, Ghulam Nabi Azad and constituted a Special Task Force which was asked to submit its report by November end.
The Task Force would be headed by an officer of the level of the Director General of Police/Commissioner, Civil-Military Liaison with three Members.
Besides, Hakeem Mohammad Yaseen, Chief Secretary, C. Phunsog, Financial Commissioner, Home, B. R. Kundal, Principal Secretary to Chief Minister, Anil Goswami, Director General of Police, Kuldeep Khoda, Commissioner Civil-Military Liaison, M. K. Mohanty, Commissioner/Secretary, Law, A. H. Kochak and IG, CID, K. Rajendra were present.
The Task Force has been directed to visit different districts and have meetings with District Level Screening Committees, headed by Deputy Commissioners, to review the implementations and recommendations of the State Human Rights Commission since its inception (1997-1998).
The Task Force was asked to submit its report to the Cabinet Sub-Committee by 30th November, 2007 for consideration and such directions as may be required. The Deputy Commissioners were directed to expedite the action taken report in respect of all pending cases, if any, for the last ten.
