Govt has completely failed: Mufti

A day after Chief Minister Ghulam Nabi Azad's outbursts in South Kashmir's Verinag area, the Peoples Democratic Party today gunned a direct salvo describing him as a failure on all fronts.
A crucial meeting of the senior PDP leaders held under the chairmanship of former Chief Minister Mufti Mohammad Sayeed noted with dissatisfaction the performance of the Chief Minister Ghulam Nabi Azad and decided to chalk out a future strategy including pulling out of the government and going for fresh elections.
Speaking at the meeting, Mufti expressed dismay over the waning interest of the State Government in the peace and confidence building process, Sayeed said the Coalition Government, in its initial phase, led the process from the front with a telling impact on the ground. "As a result of the State Government's initiatives, there had been unprecedented impact, not only on the State's ground situation but on the Indo-Pak peace efforts as well," he said and added that the J&K-specific confidence building process had also gained discernible momentum during that period. "Unfortunately, of late, the process seems to have lost both steam and direction resulting in growing disillusionment of the people," he said and added that such a discouraging trend has the potential of negating the initial gains.
Asserting that PDP on its part would continue to perform the role that had been assigned to it by the people of the State, Sayeed said, whether in or outside the Government, the party has been advocating peaceful resolution of the State's problems through a comprehensive dialogue and reconciliation process. He said the party's demand for reduction of troops and revocation of the Armed Forces Special Powers Act (AFSPA) is a part of the same process, and such measures are now assuming urgency in view of the fast-changing scenario where the civil society and democratic institutions have a greater field-play in consolidating the peace initiatives. "Isolated incidents of violence should not be trumpeted and used as an excuse to sabotage the troop reduction moves," he said.
Making it clear that the Government of India must now take a decision on the recommendations of the committees constituted to look into the PDP's demand for reduction of troops and revocation of AFSPA, Sayeed said while his party extended unflinching support to the Prime Minister, Dr Manmohan Singh in the constitution and functioning of the mechanism for the purpose, ironically, there has been no movement forward on the issue even after the submission of report by the concerned committees. "I think the decision must be now taken on the issue without any further delay as initiating the process of troop reduction and revocation of AFSPA is in the interest of peace," he said and added that the conflicting statements from various quarters on the issue is adding to the confusion.
Asking the party cadres to gear up for the upcoming assembly elections, Sayeed said the public representatives and the PDP cadres must justify their mandate by responding to the urges and aspirations of the people and giving voice to their just concerns. He said the party's pro-people agenda and its track-record has raised the expectations of the people manifold and the party cadres will have to face an uphill task in fulfilling their responsibilities. "But I am confident that recognizing our limitations the people would give us the chance to deliver on our commitments," he said. He asked the party cadres to ensure proper revision of electoral rolls in all the constituencies so that all the eligible voters are enlisted well before the elections.
Expressing discontentment over the dismal functioning of the present dispensation, majority of the participants observed that the Government's negative and callous attitude is overshadowing the commendable work done during the first three year's of the Coalition rule. The party cadres said that the present Government has completely dithered on the political and economic agenda of the Coalition Government resulting in an adverse impact on the ground. "Time has come for the PDP to chalk out the strategy on how to ensure implementation of its pro-people agenda both on the political and economic fronts in the larger interest of the State's peace and prosperity," the meeting observed.
