| Development to overcome terrorism: Sinha | | ‘Trimming bureaucratic juggernaut vital for good governance’ | | Early Times Reporter Jammu | Oct 25 Governor Lt. Gen. (Retd) S K Sinha today stressed the need for trimming and controlling bureaucratic juggernaut and curtailing non-plan expenditure for achieving the objective of good governance. Addressing 90th annual conference of the Indian Economic Association at University of Kashmir this afternoon, the Governor while elaborating on economics and good governance said that there is need for more planned expenditure than non-planned expenditure. Quoting an adage that that a Government which governs least is the best, the Governor said that a Government that exercises very tight control on economics, fails to produce the desired results. He that even a Communist country like China, realized the benefit of relaxing controls in the Seventies. Deng Tsiao Ping the architect of the changed economic policy of China, had rightly said that “Poverty is no virtue; to be rich is good”. ‘We discarded the licence permit Raj in the Nineties and that gave a big boost to our economy’, General Sinha added while emphasizing his point on ruthless curtailment of non-planned expenditure. Giving an overview of global scenario, the Governor said that economics is overtaking politics in the modern world. Embassies of countries abroad find themselves getting more occupied with economic than political problems. He exuded confidence that economics can resolve political logjams as in the case of European Union, adding that this example is of much relevance in Jammu and Kashmir, with its complex and complicated political problems. In this context he referred to what the Prime Minister has called for the line of control in Kashmir being converted to a Line of Peace. ‘Through economic integration and economic development not only the very complicated Kashmir problem can be resolved, but a role model can be provided for development of South Asia on the lines of the European Union’, he maintained. Dwelling on J&K specific theme to be discussed in the conference, the Governor emphasized that the State has tremendous diversity of terrain, climate, resources and population. Being the most diverse State of the country, he said that its economic problems are compounded by the ongoing militancy in the State. ‘My State Government has launched a Jehad of Development which I hope in the long run will overcome the Jehad of terrorism’, he declared. He hoped that the recommendations made by the Working Group under Mr C Rangarajan would be implemented soon. The Governor emphasized the importance of economics and recounted the success story of one of the earliest multi-nationals of the world, East India Company, which was formed at the turn of the Seventeenth Century and remained in existence for 250 years. It became an instrument for ushering Industrial Revolution and propelling Britain to become the leading world power of the Nineteenth Century. It is said that British trade followed British flag in India and that is how the British acquired the largest Empire in history. He said India is now emerging as a global power primarily on the basis of its economic growth and human talent. ‘As we advance from a developing to a developed country, our success in reaching our goal depends on how we manage our economy’, he said. |
