People's hardship increased manifold: Rather

Former Finance Minister and National Conference MLA Abdul Rahim Rather has said that people's hardships have increased manifolds during the present inefficient and napping coalition regime of Congress and Peoples Democratic Party.
Addressing a massive gathering of people at Namdhal, Budgam Rather said that a weak willed and inefficient government has multiplied the hardships of the already suffering people who see no development and respite from corruption despite huge pumping of funds by the central government.
"Government of India has been doling out liberal funding to the Jammu and Kashmir government in the shape of desired plan funds and extending the centrally sponsored schemes with the condition that the state government shall forward the project proposals and a utilization certificate for the same," he said adding, "But the state government has not been able to do the needful and funds worth billions have been stopped in the absence of utilization of funds by the state government."
Rather said that chief minister Ghulam Nabi Azad himself admitted during a function at Kashmir University that he(state) has got around Rs 5000 crore but has not been able to spend even Rs 100 crore as he is surrounded by corrupt who are waiting for an opportunity to grab their share from the same.
NC leader said that these are not the wild allegations just for the sake of opposition or gaining publicity but Government of India has severely castigated the Jammu and Kashmir government for its corrupt practices and inefficient and inadequate handling of the funds. Citing the example of Union Rural Development Minister Raghuvansh Prasad Singh's letter to chief Minister Ghulam Nabi Azad expressing his displeasure on the implementation of various schemes of RDD, Rather said that Union Minister said that J&K government has not been utilizing the funds granted by it and wherever some work has been done, is not upto the mark. "Only 9 roads passed the scrutiny of a central tram under PMGSY while the first phase of Integrated Wasteland Projects have not been executed by the concerned agencies."
Rather further said that corruption has gone so deep rooted and the bureaucracy so arrogant and confused under the present regime due to internal bickerings of the coalition partners Cong and PDP, that ministers are disobeyed by the staff while the projects submitted by various NGOs have not been forwarded to the Central government for release of funds. This, he state, has put the developmental scenario in the state on the backrails. The non serious approach of the coalition government is blocking the development and hindered the development work including water supply schemes, power projects etc.
Referring to visit of Planning Commission member Sayeeda Hamid who stated that the response of Jammu and Kashmir govt is poor in providing project proposals for various activities then, how GOI can release more money when there are no proposals for the same.
Rather said that revenue expenditure for government purpose has increased drastically and it has come near to double the amount as compared to development and earlier expenditure which is not good for government's claim of good governance.
He said that state is afflicted with financial mismanagement and there is no salary for employees, contractors etc. for months together with empty treasuries starinmg on the face of governments claim of zero deficit budget.
National Conference leader said that coalition government is feeding the people on hollw and emotional slogans which people can understand well. He said that people of Jammu and Kashmir have not seen such an inefficient, corrupt government in its history.
